Responsibilities

Supervises the daily performance and operations of the Waste Collection Division. Ensures the Division is operating efficiently and projects are completed according to priority within budgetary constraints. Incumbent is responsible for projecting material, equipment and personnel needs; projects budgetary needs for future and assists in developing capital improvement projects. Directly responsible for the division's short-range work plans by determining how goals and timetables are met by planning the efficient use of funds, personnel, equipment and materials. Schedules all waste collection projects; develop plans for bulky waste removal, alley cleaning, recycling, automated system, neighborhood clean-ups, special events, container program, and semi-automated route pick-ups. Develops and implements training programs for personnel to improve equipment operation skills, waste collection technology, and collection methods. Manages issues and concerns which impact the operational effectiveness of the division including but not limited to; equipment breakdowns, employee absenteeism, material shortages and the reassignment of resources. Incumbent works closely with other divisions to coordinate joint work efforts for various projects. Investigates and resolves citizen complaints and meets with various community groups regarding future waste collection projects and needs.

Minimum Qualifications

Graduation from high school (or G.E.D.) AND 7 years of experience in the collection and disposal of waste or other field service operations, 5 years of which must have been in a supervisory capacity.

Associate's degree in Business, Finance, or closely related field is preferred.

License Requirements

At time of appointment, must possess and maintain, as a term and condition of continued employment, a valid Ohio Class A Commercial Driver’s License (C.D.L.), including the qualification to operate a vehicle with air brakes and any other endorsements required by the State of Ohio. Out of state residents must have equivalent licenses from their state of residence.

Background Check 
A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position.

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment. The Tobacco and Nicotine Free Hiring Policy does not apply to current City employees.
