Responsibilities
The Data Architect leads and manages all organization-wide data governance activities, which includes the establishment of policies, standards and procedures to ensure the integrity, security and privacy of municipal data assets while promoting accessibility and usability. The position plays a crucial role in transforming raw data from disparate operational systems into actionable insights, aiding stakeholders in informed decision-making. In addition, this position will ensure the ongoing functionality, optimization and maintenance of the data reporting/dashboard environment(s) requiring the ability to design efficient processes to extract, transform, export and import data from a wide variety of sources to create and/or maintain secure centralized data reporting platforms.
The incumbent must be available for on-call support twenty-four hours a day, seven days a week, year-round for systems that are deemed as "critical".
The incumbent will develop and maintain a comprehensive data architecture blueprint for the municipal government, considering the diverse range of data sources, formats and usage scenarios. The incumbent additionally collaborates with municipal department heads, IT teams and external stakeholders to foster a culture of data-driven decision-making and promote the value of data architecture within the organization. The Data Architect will work closely with data analysts and decision-makers to understand their data needs and requirements, providing guidance and training on data availability, accessibility and usability for analytical purposes.
The Data Architect is the lead in data governance activities including the establishment of reliable and secure data reporting/dashboard environment(s). The incumbent will collaborate with internal Information Technology staff and key City representatives in centralizing, updating, validating, reporting and securing digital information from a variety of City systems. This includes design and development of interactive and user-friendly reports and dashboards using industry-standard tools (e.g., Tableau, Power BI, SQL Server Reporting Services, etc.). The incumbent writes the more intricate structured query language (SQL) queries, web services, application program interfaces (APIs) and/or proprietary code to extract, transform, import and/or export raw data from a variety of sources to ensure data accuracy and reliability.
Minimum Qualifications
Must meet one of the following criteria:
1. Bachelor’s degree in management information systems, computer science, geographic information systems or related field and a minimum of 5 years’ experience in one or more of the following: Enterprise data governance/ modeling, database/data warehouse support, ETL processes and data integration, API design and Implementation, SQL programming, web services design with a focus on business reporting and dashboards, and a familiarity of common industry tools such as Crystal Reports, SQL Reporting Services, Tableau, or Power BI
OR
2. Bachelor’s degree from an accredited institution and a minimum of 7 years’ experience in one or more of the following: Enterprise data governance/modeling, database/data warehouse support, ETL processes and data integration, API design and Implementation, SQL programming, web services design with a focus on business reporting and dashboards, and a familiarity of common industry tools such as Crystal Reports, SQL Reporting Services, Tableau, or Power BI
OR
3. Associate degree in management information systems, computer science, geographic information systems or related field and a minimum of 10 years’ experience in one or more of the following: Enterprise data governance/modeling, database/data warehouse support, ETL processes and data integration, API design and Implementation, SQL programming, web services design with a focus on business reporting and dashboards, and a familiarity of common industry tools such as Crystal Reports, SQL Reporting Services, Tableau, or Power BI.
License Requirements
Must possess a valid driver’s license, at time of appointment, and maintain thereafter as a term and condition of continued employment.

Background Check
A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position.
Medical Examination & Drug and Nicotine Testing
Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment.
