Graduation from an accredited four year degree granting college or university with a Bachelor’s degree in Real Estate, Business Administration, Public Administration, Planning, Architecture or related field; and
Four years of technical and transactional real estate experience, to include two years of supervisory experience (experience must include title examination, analysis, and cure; land use; development; writing contracts and legal instruments; extensive exposure to property appraisal practices; and land acquisition and disposition).
An equivalent combination of education (not less than a high school diploma/GED), training, and experience that would reasonably be expected to provide the job specific competencies listed above.
DUTIES AND RESPONSIBILITIES

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below:
- Provides strategic direction to management and staff on all technical real estate matters.
- Performs forensic analysis of title investigations.
- Analyzes and prepares digest of complex title history and conditions involving County-owned property.
- Collaborates extensively with the County Attorney’s Office on complex real estate matters.
- Collaborates with various County departments such as Public Works to ensure the County's interests are represented in all real estate transactions.
- Advises County departments on the implications of each real estate transaction and offers recommendations and solutions to protect the publics' interest and ensuring good and lawful acquisition of public land interests.
- Manages the County's vacating program in accordance with Florida law and County policy.
- Drafts legal instruments, agenda items, and issue papers.
- Serves as client representative and provides technical real estate support services in eminent domain proceedings.
- Manages and directs activities of multiple professional level subordinates.
- Serves as lead project manager on land exchange and transfer projects.
- Performs complex technical due diligence to ensure good and lawful acquisition and disposition of real estate.
- Serves as liaison for FDEP Petroleum Restoration Program including County source and non-source properties.
- Provides land use development support on County development projects.
- Coordinates and monitors work flow.
- Assesses and plans staffing needs and resources to meet service delivery expectations.
- Establishes performance goals and measurements for Technical Services real estate practice group to maintain accountability in accordance with core values.
- Develops policies, procedures, and best management practices for Technical Services real estate practice group to ensure operational excellence and efficiency.

- Employee Assistance Program: This program provides all employees and family members with professional, confidential counseling sessions. All employees and dependents are afforded up to six (6) free visits per Plan year. Coverage begins on the first day of employment.
- Tuition Reimbursement: Employees may be reimbursed up to $1,000 (undergraduate), $2000 (graduate) per fiscal year for classes at an accredited college or university for courses that enhance your ability to perform your current job duties.
- Holidays: Employees receive up to 12 paid holidays per year.
