The Hillsborough County Public Works Department is seeking an Engineering Technician to assist with identifying and inspecting asset inventory; and monitoring residential collection services. The ideal candidate will have the ability to work in an outside environment, exposed to minimum heat, sun, high humidity, rain and other adverse weather conditions.  Ideal candidate will have working knowledge of solid waste rules, regulations and practices.  Candidate will be driving a vehicle for prolonged periods of time (approximately six (6) hours) per day. The job also requires lifting/carrying objects weighing up to 30 pounds, and occasional bending.


Performing technical duties, inspects and evaluates work and/or projects to establish an effective solid waste collection program.


Graduation from high school or possession of a GED Certificate.       

Three (3) years of experience in engineering support in inspecting, evaluating and reporting of solid waste collection programs and activities.    


An equivalent combination of training and experience that would reasonably be expected to provide the job-specific competencies noted below.

Possession of a valid Florida driver’s license.

  • Work is performed both in an office environment as well as outdoors depending on the area of assignment

  • The employee must frequently lift or move objects up to 10 pounds and occasionally lift or move objects up to 25 pounds.       
  • Specific vision abilities required by this job include close vision, distance vision, color vision and ability to adjust focus.


Responsible for performing a variety of sub-professional engineering assignments in conducting compliance inspections on major building, civil, and utility construction projects. Identifies, inspects, and codes public works assets and provide an accurate inventory and condition of assets.

  • Inspects projects to ensure conformance with regulations, standards and specifications.
  • Creates, reviews, updates or edits maps to ensure their accuracy.
  • Researches public or private records to obtain data for the purpose of investigation.
  • Performs or monitors performance of solid waste collection services to ensure proper conformance with standards and regulations.
  • Reviews citizen complaints, recommends or takes corrective action, or refers to appropriate office for resolution.
  • Organizes, oversees and conducts field observations; processes data from computerized or field notes to develop plans and maps for the use of others.
  • Performs studies and inspect inventories of roll-cart assets; investigates complaints and requests and submits reports with recommendations.
  • Orders supplies, maintains equipment, and performs other administrative duties.
  • Maintains records and logs and prepares reports.
  • Performs other related duties as required.


  • Working knowledge of environmental, safety, and health requirements applicable to solid waste/public works maintenance activities.
  • Working knowledge of solid waste practices and procedures.
  • Working knowledge of solid waste, roadway maintenance activities including, but not limited to, tree trimming and paving.
  • Working knowledge of high school level mathematics.
  • Ability to use GPS and GIS equipment in support of inspections and/or investigations.
  • Ability to work effectively with others.
  • Ability to maintain records and prepare reports.
  • Ability to plan, organize, and supervise the work of others.
  • Ability to communicate effectively, both orally and in writing.
