Hillsborough County is seeking a Operations Superintendent to oversee the daily functions of the County Solid Waste System encompassing the Northwest Solid Waste Transfer Station, Community Collection Center, and Yard and Wood Waste Processing Facility. The ideal candidate must have the ability to assign duties, manage employee production, facility conditions, and a fleet of transport vehicles to ensure reliability of the solid waste systems. Ideal candidate must have integral knowledge of FDEP (Florida Department of Envirorment Protection) policies and procedures and the ability to communicate effectively during emergency conditions, using facts to support decisions and recommendations.


Performs day-to-day operational management duties for a Solid Waste Transfer Station which provides solid waste transfer services in the Public Works departments, with responsibility for planning, coordinating, supervising and controlling assigned resources to achieve objectives.


Graduation from high school or possession of a GED Certificate; and
Five years of supervising employees performing solid waste transfer operations, preferably in the Solid Waste or hazardous materials industry; and
A Work Zone Maintenance of Traffic Intermediate Level Certificate; a First Aid certification; and
A Cardiopulmonary Resuscitation (CPR) certification. and

Valid Florida’s Driver’s License.


Any equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below.

Heavy work - Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds or force frequently, and/or up to 20 pounds of force constantly to move objects.


  • Bend, climb, stoop, kneel or crouch at ground levels and to stand for long periods of time.
  • Work outside in a subtropical climate under adverse weather conditions and high noise levels.
  • List and carry a minimum of five (5) pounds and greater with an average of forty five (45) pounds with occasional lifting to approximately ninety (90) pounds over uneven, rough terrain.

    • Plans, coordinates, schedules, and assigns a variety of work involving activities related to the day-to-day operations of multiple teams within the Solid Waste Transfer Station, coordinates and administers assigned programs and resources.
    • Sets direction and priorities and allocates staff and resources to projects and unit initiatives.
    • Provides supervision, guidance, training and motivation to assigned staff; assigns, monitors and reviews work; evaluates performance and initiates corrective action as needed, including termination.
    • Plans, Coordinates and schedules the use of equipment to ensure operational objectives are satisfied.
    • Implements goals, policies, procedures and guidelines to ensure operational efficiency and effective administration of unit.
    • Monitors work flow, data accuracy, and overall quality of work; assures processes and procedures are accomplished according to established guidelines.
    • Assesses staffing needs and identifies shortfalls; interviews, recruits and hires new staff.
    • Participates in budget development by providing detailed justification and persuasive arguments for proposals or unit initiatives, but has no direct budget approval responsibility.
    • Coordinates with other branches/sections within own organization and external agencies/departments to ensure efficient flow of communications and services.
    • Recommends training of unit personnel to ensure employees are highly trained in all assigned areas of maintenance and safety requirements.
    • Prepares a variety of documents for the purpose of documenting activities and administering assigned programs and resources.
    • Responds to emergency situations such as hurricanes, flooding, and other crises to provide public safety.
    • Performs other related duties as required.


    • Considerable knowledge of the Solid Waste functions, services, procedures and regulations.
    • Knowledge of management and supervisory practices and techniques.
    • Ability to support, promote, and ensure alignment with the department's/agency's goals and vision.
    • Ability to effectively recruit, select, develop and retain competent staff.

    • Storm water, Erosion, and Sedimentation Control Inspector Training and other levels of storm water certification may be required.
    • Possession of a valid Class B or higher Commercial Driver License (CDL) may be required.
