IDEAL CANDIDATE PROFILE

The Hillsborough County Public Works Administration is seeking a Project Manager to review, coordinate and manage the work of design consultants; validate and provide written responses on design progress as reported by design consultants in their invoices; monitor design consultants' performance of services to determine adequacy of work performed relative to contract intent; and compare funding with estimated project costs at various phase submittals. The ideal candidate will have extensive experience in the management of transportation and projects, consultant contract negotiation and management, and public outreach and communication. Candidates should have working knowledge of federal, state and county design criteria, standards and specifications, project development and design best management practices, and federal and state funding programs.

JOB OVERVIEW

Performs professional unlicensed Project Management work in reviewing, coordinating and managing the work of design consultants; validating and providing written responses on design progress as reported by design consultants in their invoices; monitoring design consultants' performance of services to determine adequacy of work performed relative to contract intent; and comparing funding with estimated project costs at various phase submittals.

MINIMUM QUALIFICATIONS

Graduation from an accredited four year degree granting college or university with a major in Engineering; and
Five years of program/project management experience in planning, developing, implementing, designing, computer modeling, or inspecting engineering projects.

OR

An equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job specific competencies listed above.

PHYSICAL REQUIREMENTS

  • This job is performed in a professional office environment using standard office equipment such as computers, phones, photocopiers, and fax machines.

DUTIES AND RESPONSIBILITIES

  • Determines project scopes, budgets and schedules.
  • Coordinates the preparation of documents and activities for multiple major projects; reviews operational procedures to ensure compliance with applicable policies and performance measures.
  • May also include processing Amendments and Task Work Order (TWO) Authorizations. This may include, but is not limited to, evaluating the need for amendments and authorizations.
  • Prepares staff-hour estimates, and assists with negotiations.
  • Manages projects for the Capital Improvement Program (CIP), including development and procurement, and engineering and construction contracts.
  • Interacts with clients, customers, officials, contractors, and others; leads project meetings and makes presentations; represents the County and maintains productive relationships with individuals and related organizations. 
  • Manages public works closeout activities.
  • Conducts pre-bid/preconstruction conferences and other meetings as required.
  • Evaluates bids for consultant performance.
  • Performs other related duties as required.

JOB SPECIFICATIONS

  • Extensive knowledge of civil engineering and transportation projects principles and practices.
  • Considerable knowledge of the principals and practices of project management.
  • Working knowledge of cost estimating procedure processes.
  • Ability to establish and maintain effective working relations with others within and outside the Department.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relations with others within and outside the Department
  • Ability to use considerable initiative, think independently, and exercise sound judgment.

  • Tuition Reimbursement: Employees may be reimbursed up to $1,000 (undergraduate), $2000 (graduate) per fiscal year for classes at an accredited college or university for courses that enhance your ability to perform your current job duties.
  • Holidays: Employees receive up to twelve (12) paid holidays per year.
