A Bachelor's degree in Human Resource Management (Administration), Business Management, Public Administration, or Social or Behavioral Science.
An equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies noted below.
JOB SPECIFIC COMPETENCIES
- Knowledge of the principles and practices of public human resource administration. Knowledge of human resource processes and transactions associated with assigned functional area.
- Knowledge of Federal, State, and local laws and regulations, and agency policies affecting human resource management.
- Ability to conduct research, collect and interpret data and compile statistical reports.
- Ability to interpret and apply human resource rules, regulations, and laws.
- Ability to schedule, coordinate, and conduct training activities.
- Ability to communicate effectively both orally and in writing.
- Ability to work effectively with others.
- Ability to use a computer and related software.

- Assists with the coordination and implementation of programs and policies of a functional area of human resources.
- Delivers training programs related to assigned functional area of human resources.
- Assists with the completion of daily operational activities for assigned functional area of human resources.
- Ensures that established policies and procedures are followed in accordance with assigned functional human resources area standards, guidelines, and protocols at county, state, and federal levels.
- Operates as a human resources professional assisting with the administration of all aspects of human resource programs for assigned human resource functional area.
- Responds to inquiries and requests related to assigned functional area.
- Operates as a human resource generalist administering all aspects of human resource programs.
- Maintains records and inputs data into systems to control/track work and supports the analysis and decision making process.
- Performs other related duties as required.

Prior to filing a complaint, however, it is the responsibility of the preference-eligible applicant to contact the employer at least one time after 45 days have passed from the final date for submitting an application or the interview date, whichever is later in time, if the applicant has not received notice of a hiring decision.
