This position performs advanced technical work in Wastewater Engineering related to design reviews, field inspections, and evaluations of environmental pollution control and or permitting program.

Applicants must have the ability to:

  • Review permit applications and engineering construction plans accurately while meeting deadlines in accordance with sound engineering principals, rules and standards.
  • Conduct field investigations of wastewater facilities and the ability to substantiate compliance.
  • Perform field testing, sampling of wastewater facilities and the ability to substantiate compliance.
  • Perform engineering calculations and analyze data in order to develop logical conclusions.
  • Provide engineering support to compliance/enforcement staff.
  • Follow and implement health and safety standards and procedures in performing job duties.
  • Serve the public and represent the agency with courtesy and profess

Applicants must have:

  • Considerable knowledge in civil/environmental engineering principles & practices
  • Considerable knowledge in civil/environmental engineering design criteria, standards, and rule based permit requirements.
  • Working knowledge of wastewater collection, conveyance, treatment, and disposal technology.
  • Considerable knowledge of applicable Federal, State, and County environmental pollution control laws and regulations.
  • Considerable knowledge of construction standards, methods, materials, and inspection techniques of wastewater facilities.
  • Considerable knowledge of several computer programs such as Word, Excel, Power Point, and Hydraulic Modeling.
  • Effective communication skills in dealing with professional engineers, developers, contractors, and the general public.


Graduation from an accredited four-year degree granting college or university with a major in Engineering (Civil/Environmental); and

Two years of experience in designing, permitting, construction of wastewater facilities; and possession of a valid Driver's License.



An equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies noted below.


  • Considerable knowledge of environmental inspection, sampling and collection methods.
  • Working knowledge of environmental data collection, recording, and laboratory equipment operation and maintenance.
  • Working knowledge of applicable Federal, State, and County environmental pollution control laws and regulations.
  • Skill in the use and operation of data collection, recording, and laboratory equipment.
  • Ability to use a computer and related software.
  • Ability to plan, organize, and supervise the work of others.
  • Ability to collect, organize, and evaluate data and to develop logical conclusions.
  • Ability to organize information into a logical presentation format.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with others.

  • Formulates and recommends policies and procedures to ensure the maximum utilization of personnel and to increase program effectiveness.
  • Reviews and participates in difficult or complex field tests and evaluation projects.
  • May perform routine laboratory analyses and interpret results, as needed.
  • Develops improved techniques, studies new developments, and tests new methods.
  • Reviews new developments in instrumentation and analytical techniques.
  • Performs other related duties as required.

  • Vision Care: Employees and their dependents are eligible to enroll in the vision coverage. Co-payment coverage includes exams, lens and frame, as well as an allowable contact lens expense. Coverage is effective the first of the month following thirty (30) days of employment.
  • Employee Assistance Program: This program provides all employees and family members with professional, confidential counseling sessions. All employees and dependents are afforded up to six (6) free visits per Plan year. Coverage begins on the first day of employment.
  • Tuition Reimbursement: Employees may be reimbursed up to $1,000 (undergraduate), $2000 (graduate) per fiscal year for classes at an accredited college or university for courses that enhance your ability to perform your current job duties.
  • Holidays: Employees receive up to twelve (12) paid holidays per year.
