Definition

Plans, designs, and documents the physical components, functional organization, configuration, and operating protocols and standards of highly complex enterprise networks Districtwide including data, voice, audio/video and physical security systems; leads the implementation of infrastructure projects, monitoring of network performance, and responds to platform and service performance disruptions; manages internetworking infrastructure systems throughout the District; and drives continuous improvements and growth in network technologies, internet routing, and virtual private networks.

Typical Duties

Conceptualizes, in collaboration with Division administration, short and long-term plans and strategies to ensure the District technology infrastructure capabilities and capacities meet existing and future requirements.

Manages and sets priorities for the design, development, upgrade, and evaluation of all infrastructure systems, including LANs, WANs, Wireless Networks, internet, security, and fiber and copper cabling systems and related tools, equipment, and services.

Plans, designs, and implements the most difficult data, voice, and video convergence integration.

Designs, configures, and troubleshoots enterprise routing and switching environments, virtual private networking (VPN), wireless networking, and voice communications infrastructure/systems including Voice Over IP.

Develops and executes test plans to measure infrastructure and systems technical performance including, but not limited to, speed, capacity, and transaction distortion using a variety of network management and measurement tools.

Conducts root cause analysis; develops and executes corrective action plans for resolution of complex technical issues related to platform and service performance disruptions.

Leads in a hands-on manner, as necessary, the implementation of solutions in support of infrastructure installation, migration, and upgrade projects.

Researches and recommends infrastructure migration methodologies and techniques including mass application movements into the cloud.

Conducts research and cost-benefit analysis and makes recommendations on products, services, protocols, and standards related to the network infrastructure.

Collaborates with network engineers, security engineers, and other technology peers on the development and implementation of approaches, processes, procedures and standards that promote responsiveness, efficiency, and simplification of infrastructure.

Composes and maintains up-to-date documentation on network infrastructure to include, but not limited to, technical designs, network diagrams, plans/roadmaps, purpose statements, stakeholder requirements, test plans, required personnel and hardware resources, costs estimates, and schedules.

Directs the preparation of and/or prepares statements of work, correspondence, reports, statistical summaries, training materials, announcements, and other materials related to network infrastructure.

Facilitates network infrastructure licensing, support, and subscriptions contract renewals and ensures network systems inventory and related licenses are current and up-to-date.

Provides technical training, mentoring, and coaching of professional and technical staff on complex matters related to infrastructure design and operations.

May participate in negotiations with vendors and contractors for infrastructure-specific products and services.

Performs related duties as assigned.

Distinguishing Characteristics

A Network Architect plans, designs, and documents, the physical components, functional organization, configuration, and operating protocols and standards of highly complex enterprise networks Districtwide including data, voice, audio/video and physical security systems; leads the implementation of infrastructure projects, monitoring of network performance, and response to platform and service performance disruptions; manages internetworking infrastructure systems throughout the District; and drives continuous improvements and growth in network technologies, internet routing, and virtual private networks.

A Senior Network Engineer provides innovative and highly complex technical support functions related to the installation, customization, testing, and debugging of the District’s local and wide area enterprise networks; assists in monitoring network performance and responds to the more complex service requests to resolve platform and service performance disruptions; provides technical direction to network staff on a project -by-project basis.

A Network Engineer provides complex technical support functions related to the installation, customization, testing, and debugging of the District’s local and wide area enterprise networks; assists in monitoring network performance and responding to service requests to resolve platform and service performance disruptions.

Supervision

General supervision is received from information technology management staff. Function supervision is exercised over assigned technical staff.

Class Qualifications

Knowledge of:

Principles of (enterprise) network design and architecture including performance, scalability, security, availability and flexibility.

Network systems, protocols, and standards such as: TCP/IP, HTTP, HTTPS, NAT, 802.1x, MPLS, OSPF, and BGP, QoS, multicast, DWDM/CDWM, IPSEC & SSL VPN, GRE tunnels, HSRP, DHCP, DNS, ARP, SNMP, WAN optimization, and IPv4 and IPv6 dual stack architecture, implementation, best practices, and transition techniques.

Large complex enterprise wireless infrastructure and technology including IEEE 802.1x authentication, mobility, captive portal, and BYOD.

Network security and access control such as Intrusion Protection Systems (IPS), Virtual Private Network (VPN) appliances

Data Center network architecture and technologies including but not limited to Layer 2 and Layer 3 switches, cloud networking, 802.1q VLAN Trunking, Spanning-tree, and Load Balancers VoIP architecture and technologies

Fault isolation, testing procedures, and network mapping and diagramming tools

Network management, network availability, and capacity planning tools

Operation and application of a wide variety of network software

Fiber and copper cabling design, topology. specifications and best practices of the District communication systems

Principles and processes of project management, organizational change, and transformation

Construction and planning requirements when planning network expansion and upgrades during building renovations

Methods and techniques of technical documentation and record keeping

Principles of supervision and training

New trends and developments in computer and network technology

Ability to:

Plan, design, test and debug a variety of network systems

Provide design enhancements to existing networks and develop new network capabilities

Monitor network performance and security and devise innovative solutions to complex problems

Utilize diagnostic test procedures and tools

Analyze network systems problems and devise innovative solutions

Produce and maintain documentation of highly complex network implementations

Entrance Qualifications

Education and Experience:

A bachelor’s degree from a recognized college or university, preferably with a major in computer science, computer information systems, management information systems, computer engineering, advanced science, or a related field

AND

Three years of recent, full-time, paid, professional-level experience in the development and design of network architecture in large enterprise environments supporting LAN/WAN, web, mobile, and cloud platforms. Experience in multi-vendor and/or higher education environments is desirable.

Certifications:

The following certifications or an equivalent must be obtained within six months of employment and remain current thereafter:

  • Certified Cisco Internetwork Engineer (CCIE)
  • Palo Alto Networks Certified Network Security Engineer (PCNSE)

Special:

A valid Class "C" California driver's license is required.

Travel to locations throughout the District is required.
