Definition

Plans, develops, implements, manages, and evaluates District-wide sustainability and utility management programs; identifies and evaluates new and innovative energy technologies for the District and makes appropriate recommendations.

Typical Duties

Provides cost savings to the District by developing energy consumption and unit-cost reduction strategies and specifications; assesses utility usage and demands and adjusts strategies accordingly.

Develops, assesses, and updates the District sustainability policy and plans for the built environment strategy, GHG (greenhouse gas) emissions reduction plan, energy and water conservation plans, zero waste plan, and green building certifications.

Conducts GHG emissions and resources inventory and performs analytical and reporting tasks related to the District’s sustainable practices policy, sustainability plan, and carbon emissions analysis.

Secures and manages grants and program budgets and tracks and reports out the efficacy of programs.

Develops proposals and makes recommendations to guide and support the implementation of sustainability policies, plans, programs, and projects.

Manages the development, implementation, and monitoring of new sustainability policies, plans, programs, and projects.

Makes recommendations for modification of District sustainability and utility policies and procedures based on prevailing codes, feasibility, maintenance requirements, savings incentives, and cost-effectiveness.

Analyzes utility information and identifies trends in usage and demand; develops projections of District utility resource needs and options for meeting current and future needs with cost-effectiveness.

Researches new and innovative technologies/methodologies within the energy industry, monitors energy regulatory climate, and makes appropriate recommendations.

Acts as single point of contact for the District with Los Angeles Department of Water and Power (LADWP), Southern California Edison (SCE), and The Gas Company involving utility related projects.

Develops project planning proposals for waste management, water conservation, renewable energy and energy conservation, and communications and control; prepares supporting documentation; explains and advocates District project proposals before state agencies.

Evaluates project proposals for feasibility and cost effectiveness.

Represents the District's interests at various committee and council meetings involving sustainability and utility related projects.

Negotiates rates and incentive programs for all District utilities.

Assists in the development of RFQ'S and RFP'S for the implementation of a District-wide energy management program.

Develops power purchase agreements for the District.

Develops utility related contracts and negotiates contract scope and cost.

Assists colleges and satellite campuses in the implementation of a Central Plant for basic utilities.

Directs the preparation of the approved specifications and plans for contracts related to energy development.

Maintains liaison with District administrators and contract architectural and engineering firms to facilitate the design process of a District-wide sustainability and utility programs.

Reviews plans submitted by commissioned architects for conformance to sustainability and energy goals and specifications of the District.

Directs the work of contract architectural and construction management firms and general contractors for compliance with contract specifications, terms and conditions, and authorizing payment in accordance with contract provisions involving sustainability and utility related projects.

Monitors the progress of assigned sustainability and utility related projects through various stages; makes adjustments to schedules or scope of work as needed; and recommends acceptance of completed projects.

Assists in the development of time-cost phased schedules for the accomplishment of various phases of project planning and construction.

Provides technical expertise and information on sustainability and utility projects and installations.

Coordinates and oversees the development, design, implementation, and maintenance of the District’s Energy Management Control System (EMCS).

Troubleshoots District wide energy operational problems and develops practical solutions.

Coordinates energy efficient equipment certification with the contract agencies.

Acts as liaison with financial evaluation agencies to ensure feasibility of energy projects.

Assists colleges and satellite locations with timely implementation of Board mandates for energy and completion of energy projects.

Prepares reports, communications, and presentations regarding assigned area.

Leads and participates in planning groups related to District Wide Waste Management, Water Conservation, Air Quality, Renewable Energy, Energy Conservation, Carbon Reduction, and Communications and Controls.

Performs related duties as assigned.

Distinguishing Characteristics

A Sustainability and Utility Program Manager plans, develops, implements, manages, and evaluates District-wide sustainability and utility management programs; identifies and evaluates new and innovative energy technologies for the District and makes appropriate recommendations.

A Utility Systems and Controls Specialist monitors, evaluates, troubleshoots, and programs utility related systems and controls to maintain optimum operating levels, ensure system integration and coordination, reduce energy costs, and improve energy efficiency. This position may be used to provide services on a regional basis.

A Director of Facilities Planning and Development assists the Vice Chancellor/Chief Facilities Executive in the overall administration of the business affairs of the department involving non-bond funded projects and assumes responsibility for the Vice Chancellor/Chief Facilities Executive in the event of his/her absence or in the exercise of delegated responsibilities and authorities.

Supervision

General supervision is received from the Director of Facilities Planning and Development. Functional supervision is exercised over commissioned architects, engineers, consultants, and contractors employed by the District on an assigned project.

Class Qualifications

Knowledge of:

Principles of energy conservation and carbon reduction technology

Principles of sustainability and utility management programs

Current trends and developments in the energy management technology field

Cost effective strategies for improving District energy and consumption

Principles and techniques of analyzing energy operations

Computerized utility management and control systems

Engineering, mechanical support systems, and environmental design practices and principles as they relate to energy management

Safety standards and practices associated with utility management technologies, systems, and equipment

Laws, codes, regulations, policies, and procedures pertinent to sustainability and utilities planning, design, construction, and maintenance

Sustainability Tracking, Assessment & Rating System (STARS), Leadership in Energy and Environmental Design (LEED), and California Environmental Quality Act (CEQA) reporting requirements

Principles of project management

Principles of budgeting and cost benefit analysis

Organization and management of records

Capabilities of computer applications, systems, and hardware

Principles of supervision and training

Ability to:

Plan, organize, and monitor the development and implementation of a District-wide sustainability and utility management programs

Research new and innovative energy technologies and make appropriate recommendations

Apply the principles and methods used in energy conservation and carbon reduction

Provide cost savings to the District by developing energy consumption and unit-cost reduction strategies and specifications

Effectively utilize computer equipment and software in the performance of duties

Entrance Qualifications

Education and Experience:

A. Possession of a current Certified Energy Manager credential issued by the Association of Energy Engineers.

OR

B. A bachelor's degree from a recognized four-year college or university preferably with a degree in energy management, civil engineering, electrical engineering, mechanical engineering, architecture, or a related field AND three years of full-time, paid, professional-level experience in sustainability and utility management within a large, multi-facility environment including assessment of new energy technologies and implementation of alternative energy systems. Related experience with an educational institution is desirable.

Special:

A valid Class “C” California driver's license.

Travel to locations throughout the District is required.
