Definition

Monitors, configures, calibrates, and evaluates utility technologies, systems and controls to maintain optimum operating levels, reduce energy costs, ensure safe and reliable service, and improve energy related efficiency. Technologies and systems include but are not limited to: electrical; heating, ventilation, and air-conditioning (HVAC); lighting; air quality; and alternative, renewable, and green energy options.

Typical Duties

Monitors and controls utility management systems, including electrical systems; heating, ventilation, and air-conditioning (HVAC) systems; lighting systems; air quality systems; solar systems; and green building systems to ensure a safe, reliable, and efficient distribution of energy resources.

Troubleshoots, configures, and tests utility management systems to ensure efficient and reliable energy production, transmission, and distribution in conformance with industry, legal, and health standards and guidelines.

Provides designs and instructions for the integration and operation of old, new, and backup utility systems.

Conducts utility usage evaluations, jobsite observations, and field inspections to collect data for energy management analyses.

Imports and audits data from a variety of computer systems and compiles utility management reports, documentation, and graphical representations.

Analyzes and interprets data and benchmarks energy consumption against best practices guidelines and legal regulations.

Reviews architectural, mechanical, or electrical plans and specifications to evaluate system operation, servicing requirements, and/or engineering feasibility.

Initiates work orders to correct system and equipment repairs and deficiencies; monitors and facilitates corrections and repairs by onsite technicians.

Identifies and makes recommendations regarding energy savings incentives and initiative opportunities.

Trains and directs the work of staff on the repair, adjustment, operation, and installation of utility management systems, controls, and equipment.

May promote awareness and the use of alternative or renewable energy sources among campus personnel.

May recommend supply and equipment purchases to ensure system compatibility and energy efficient replacements.

May participate in studies, research, tests, and evaluations of new utility efficiency approaches, measures, practices, and equipment.

Performs related duties as assigned.

Distinguishing Characteristics

An Utility Systems and Controls Specialist monitors, evaluates, troubleshoots, and configures utility related systems and controls to maintain optimum operating levels, ensure system integration and coordination, reduce energy costs, and improve energy efficiency. This position may be used to provide services on a regional basis.

A Sustainability and Utility Program Manager plans, develops, implements, manages, and evaluates District-wide sustainability and utility management programs; identifies and evaluates new and innovative energy technologies for the District and makes appropriate recommendations.

Supervision

General supervision is received from a Director of College Facilities. Functional supervision may be exercised over college staff and commissioned contractors employed by the District on an assigned projects.

Class Qualifications

Knowledge of:

Principles and techniques of utility management

Principles associated with utility system production, distribution, transmission, efficiency, and performance

Characteristics and operations of utility management technologies, systems, and controls including but not limited to electrical systems; heating, ventilation, and air-conditioning (HVAC) systems; lighting; air quality; solar; green buildings; and material and solid waste management

Computerized utility management and control systems including related software

Laws, codes, regulations, policies, and procedures pertinent to utility system maintenance and operation

Safety standards and practices associated with utility management technologies, systems, and equipment

Methods of assessment and analysis

Applied algebra, trigonometry, calculus, analytical geometry, and statistics

Organization and management of records

Skill in:

Expert level skills in the use, creation, and configuration of specialized utility software systems, computer-aided design (CAD), map creation, databases, spreadsheet, charting tools, and word processing

Ability to:

Evaluate the operation of mechanical, electrical, lighting, refrigeration, and other utility systems

Analyze complex control sequences and resulting operations, and develop solutions to difficult technical problems

Evaluate energy use patterns for buildings and recommend utility efficiency measures, equipment, processes, practices, and cost-efficient alternatives

Effectively utilize utility management system software platforms

Read and interpret architectural and engineering designs, plans, and specifications

Anticipate conditions, plan ahead, establish priorities, and meet schedules

Act independently and promptly to situations and events

Make clear, concise, and effective oral and written communications, reports, and presentations

Establish and maintain cooperative and effective working relations with college and District personnel

Keep accurate and complete records and documentation

Entrance Qualifications

Education and Experience:

A.  Possession of a current Certified Energy Manager credential issued by the Association of Energy Engineers.

OR

B.  A bachelor's degree from a recognized college or university with a degree in mechanical engineering, electrical engineering, or a related field AND one year of full-time, paid experience in the configuration and calibration of utility management systems.

OR

C.  Completion of a college level course of study as an energy management technician or its equivalent AND three years of full-time, paid experience in the configuration and calibration of utility management systems.

OR

C.  Any equivalent combination of A., B, or C. above.

Special:

A valid Class “C” California driver's license may be required for some positions.

Travel throughout the District may be required for some positions.
