Implements and coordinates environmental and occupational health, safety, hazardous materials management, and assigned emergency preparedness services and activities and develops and recommends procedures and standards.
Recommends priorities for and develops, implements, promotes, and evaluates comprehensive environmental and occupational health, safety, hazardous materials management, and assigned emergency preparedness services and activities.
Evaluates working conditions and operational practices and routinely inspects properties and equipment to assure ergonomic use of equipment, identify health and safety hazards and other violations of health and safety standards, and to ensure conformance with established environmental and occupational health and safety laws, rules, and requirements.
Conducts studies of technical safety, health, and disaster control issues and develops recommendations and procedures for the improvement and extended implementation of safety programs.
Investigates possible violations of health and safety regulations, personal injuries, and material damages; compiles and analyzes data to identify the severity of accidents and hazards, their causes and costs, and recommends corrective and remedial action.
Responds to employee complaints and investigates for the purpose of identifying hazards.
Advises management and operating officials on technical and administrative matters related to assigned safety and risk mitigation services and activities.
Responds to emergencies related to chemical spills, fires, or other hazardous materials or conditions and takes appropriate action.
Analyzes federal, state, and local laws, directives, guidelines, and codes related to environmental and occupational health and safety and adapts and incorporates applicable provisions into assigned safety and emergency preparedness services and activities.
Develops educational, technical, and promotional materials and implements and conducts risk mitigation and safety education and training programs for employees.
Contacts regulatory agencies and serves as a contact person involving environmental and occupational health, safety, and disaster control matters and prepares required reports and updates.
Develops procedures for monitoring assigned safety and risk mitigation functions.
Prepares correspondence, reports, and presentations related to assigned safety and risk mitigation services and activities.
May develop and maintain a recycling program.
Performs related duties as assigned.
An Environmental and Occupational Health and Safety Specialist applies a thorough knowledge of the principles and practices associated with environmental and occupational health and safety in developing and recommending procedures, and standards and implementing and coordinating occupational health, safety, hazardous materials management, and assigned emergency preparedness services and activities.
A Safety and Emergency Preparedness Manager plans, develops, implements, and manages assigned safety and emergency management programs and services for the District and its colleges.
General supervision is received from a classified administrator. No supervision is exercised.

Education and Experience:
A bachelor's degree from a recognized college or university or its equivalent. Courses in safety engineering, industrial engineering, environmental and occupational health and safety, fire prevention, or closely related fields are desirable.
AND
Three years of recent, full-time, paid, professional-level experience in environmental and occupational safety engineering, safety inspection, or safety program development, implementation, or administration.
Special:
A valid Class "C" California driver's license may be required for some positions.
Travel to locations throughout the District may be required for some positions.
