Definition

Designs, develops, and conducts a comprehensive and innovative recruitment program to attract well qualified applicants for all types and levels of occupations in the classified service of the District.

Typical Duties

Develops innovative approaches to recruiting well qualified applicants from all segments of the workforce by utilizing effective methods and techniques that stimulate interest in employment with the District.

Explores a wide variety of labor sources to locate and identify job applicants; develops and maintains recruiting sources including schools, colleges and universities, adult education programs, training centers, professional and trade associations, public employment service organizations, and a variety of other placement groups and organizations.

Plans and conducts comprehensive and targeted recruitment campaigns involving community outreach, attending job fairs, and effective use of communications media including print media, social media platforms, broadcast, email, and web pages for publicizing job opportunities and attracting potential applicants.

Drafts and assures effective placement of job advertisements and job board postings for all types and levels of occupations.

Confers with hiring managers to determine short- and long-range recruiting requirements to meet the staffing needs of their departments.

Analyzes labor market conditions to determine work force sources and availability and their effect on recruitment.

Analyzes, evaluates, and reports on the effectiveness of recruitment activities and methods; makes recommendations on how to optimize the utilization of available recruiting funds.

Designs and writes effective recruiting material including job announcements, pamphlets, brochures, web postings, and other publicity information.

Conducts periodic applicant quality and applicant flow and attrition analyses; prepares reports on findings and makes recommendations.

Develops, maintains, and utilizes a database of recruitment outlets and media.

Provides input and makes recommendations on matters related to occupational classifications, qualifications, and salaries which significantly impact the ability to recruit qualified applicants.

Participates in classification studies, examination development, and examination administration on an as needed basis.

May develop and maintain an internal employee referral system.

Performs related duties as assigned.

Distinguishing Characteristics

A Recruitment Specialist applies a thorough knowledge of labor market conditions and work force sources in the design, development, and implementation of a comprehensive and innovative recruitment program to attract well qualified applicants for a wide variety of occupations and occupational levels in the classified service of the District.

A Personnel Analyst performs a variety of complex journey-level professional personnel work related to classification of positions; wage and salary and benefit administration; personnel policies, rules, and procedures; recruitment and selection; and equal employment opportunity and affirmative action programs and services.

An Assistant Personnel Analyst performs professional personnel work of moderate complexity related to areas such as classification and compensation, personnel rules and policies, recruitment and examinations, and employer-employee relations, which are subject to closer supervision and review than work performed by a Personnel Analyst.

Supervision

General supervision is received from a classified supervisor. Functional supervision may be exercised over lower-level analysts and clerical employees.

Class Qualifications

Knowledge of:

Staffing principles, practices, and methods

Principles, practices, and techniques of personnel recruitment

Labor market conditions and work force sources and availability

Principles and techniques of public relations, promotion, publicity, and advertising

Newspaper, magazine, social media networks, broadcast, web, and other media resources

State and federal laws and regulations related to employee recruitment and selection

Merit system principles and practices

District Board Rules and administrative policies related to the employment of staff

Current principles and techniques used in employment testing

Occupational requirements for a wide range of jobs and job levels

Capabilities of computer systems, software, and hardware used in personnel management

Ability to:

Develop, implement, and coordinate an innovative and effective recruitment program for a variety of occupations and occupational levels

Analyze recruitment problems and develop economical and resourceful solutions

Effectively utilize various media to publicize job opportunities

Explain to potential applicants in a persuasive manner the advantages of District employment

Accurately assess the qualifications of individuals as they relate to job qualification requirements

Establish and maintain effective working relationships with a wide variety of organizations and groups, District administrators, and the public

Communicate and present information effectively both orally and in writing

Prepare comprehensive, effective, and persuasive oral presentations and written materials

Work effectively under pressure, meet deadlines, and adjust to changing priorities

Effectively utilize computer equipment, software, and management information systems in the performance of duties

Independently plan and organize work projects

Travel to off-site events and meetings

Learn specialized computer applications

Entrance Qualifications

Education and Experience:

A bachelor’s degree from a recognized college or university, preferably with a major in human resources management, industrial or organizational psychology, public administration, public relations, or a related field AND three years of full-time, paid, professional-level experience in staff recruitment for a large public or private organization. Recruitment experience with a public agency and a variety of occupations is desirable.

Special:

A valid Class “C” California driver’s license.

Travel to locations throughout the District is required.
