Definition

Performs a variety of complex journey-level professional staff work related to the administration of the District's insurance claims program.

Typical Duties

Performs a variety of professional technical and advisory work related to the administration of the District's insurance claims program which includes property, liability, and student insurance claims.

Investigates District insurance claims and approves or denies payments up to established limits.

Audits outside insurance claims administration firms and outside vendors such as insurance brokers, defense counsels, investigation firms, and certificate tracking firms.

Attends meetings, depositions, settlement conferences, mediations, hearings, and trials.

Makes recommendations regarding settlement and disposition of insurance claims.

Researches, interviews, and makes recommendations regarding the use and selection of outside vendors such as insurance brokers, defense counsels, claims administration firms, investigation firms, and certificate tracking firms.

Reviews insurance and indemnification language on contracts and recommends amendments to ensure the protection of the District.

Assists in the development of specifications for the procurement of insurance.

Assists in the development and implementation of policies, regulations, rules, and practices regarding the administration of insurance claims.

Provides information, guidance, advice, and policy interpretation to District employees on insurance related matters.

Effectively utilizes the capabilities of management information systems related to insurance programs.

Prepares Board of Trustees reports and letters for settled claims.

Prepares a monthly status report of open and closed property and liability insurance claims.

Plans, schedules and conducts in-service workshops on insurance related issues.

Analyzes the possible effects of proposed laws and regulations, codes, and ordinances that affect the insurance claims program activities of the District.

Develops information packages, instructions, and guides related to insurance issues.

Maintains the District's Department of Motor Vehicle program that monitors the eligibility of employees to operate District vehicles.

May supervise the work of assigned technical and clerical staff.

Performs related duties as assigned.

Distinguishing Characteristics

An Insurance Claims Specialist performs a variety of professional-level staff work related to the administration of the District’s insurance claims program.

A Risk Management Coordinator plans, coordinates, and administers the District’s risk management areas related to a workers’ compensation program and insurance claims program, which includes property, liability, and student insurance claims.

A Workers’ Compensation Claims Specialist performs a variety of professional-level staff work related to the administration of the District’s workers’ compensation claims program.

Supervision

General supervision is received from a classified supervisor or administrator. Functional supervision may be exercised over assigned technical and clerical staff.

Class Qualifications

Knowledge of:

Principles and practices of property, casualty, and liability insurance

Practices and procedures pertinent to insurance claims administration

Policies and business practices of the insurance industry

Sections of the California Education and Government Code pertaining to liability and self insurance

Sections of the California Insurance Code pertinent to insurance claims

Principles of underwriting, claims management, safety, and risk management

Literature, periodicals, and other source materials pertaining to current trends in insurance claims administration

Principles and procedures of budgeting

Basic principles and methods of statistical analysis, prediction and presentation

Organization and management of records

Principles and practices of business and public administration

Capabilities of computer systems, software, and hardware used in the insurance claims administration field

Principles of training

Ability to:

Perform complex professional staff work related to the administration of an insurance claims program

Interpret and apply laws, rules, regulations and policies pertinent to assigned area

Work effectively and tactfully with all levels of staff in the District and representatives of contractors and other public agencies

Secure confidence, respect, and cooperation of individuals and organizations contacted in the course of work

Write clear, comprehensive, and accurate reports and correspondence

Make clear, concise, and effective oral and written presentations

Identify insurance program needs and alternatives, and makes recommendations on modifications and improvements as needed

Collect, analyze, interpret, and evaluate data, draw sound conclusions, and make recommendations

Devise practical solutions to novel and difficult problems

Effectively utilize computer equipment, software, and management information systems in the performance of duties

Organize work to meet critical deadlines

Plan, schedule, coordinate, and conduct in-service workshops, seminars and conferences

Develop informational packages, instructions and guides relating to insurance

Provide technical assistance and guidance to others

Travel to offsite meetings

Learn specialized computer applications

Entrance Qualifications

Education:

A bachelor's degree from a recognized college or university preferably with a major in insurance management, risk management, public administration, business administration, or a related field.

Experience:

Three years of recent full-time, paid professional-level experience related to the administration of an insurance claims program for an organization employing 500 or more employees.

Possession of a valid Chartered Property and Casualty Underwriter (CPCU) professional credential designation issued by the Institutes is desirable.

Special:

A valid Class “C” California driver’s license.

Travel to locations throughout the District is required.
