Definition

Plans and coordinates the operational activities of the District’s employee wellness program and assists in the administration of the employee health benefits program.

Typical Duties

Ensures effective coordination of the District's employee wellness program, including compliance with applicable rules, procedures, and contract provisions.

Recommends employee wellness program goals and strategies to achieve short- and long-term objectives.

Publicizes and promotes health and wellness programs and events through a variety of print media sources.

Coordinates special events in connection to employee health insurance and retirement plans.

Collects, compiles, and interprets information from various sources to produce a variety of data summaries, reports, and presentations as needed.

Serves as a resource person to employees of the District regarding information on health and wellness program events and opportunities.

Maintains liaison with third-party organizations related to employee wellness services, such as insurance companies, health benefit networks, and retirement organizations.

Ensures current and accurate information in all District health and wellness plan advertisements, pamphlets, brochures and other documents.

Assists the Health Benefits Manager in the coordination of the annual open health benefits enrollment.

Assists in the preparation and maintenance of the employee benefits budget.

Performs related duties as assigned.

Distinguishing Characteristics

An Employee Health and Wellness Specialist plans and coordinates the operational activities of the District’s employee wellness program and assists in the administration of the employee health benefits program.

A Health Benefits Manager plans, organizes, and manages a variety of employee health benefits and wellness programs for the District, including but not limited to medical, dental, vision, life insurance, and flexible spending accounts, and assures compliance with District objectives, policies, contract provisions, and state and federal regulations.

Supervision

General supervision is received from the Health Benefits Manager. Functional supervision may be exercised over lower level technical and clerical staff.

Class Qualifications

Knowledge of:

Laws and regulations pertaining to employee health and wellness programs in public employment

Insurance benefit provisions of the District’s collective bargaining agreements

Basic literature, periodicals, and other source materials pertaining to current trends in employee health and wellness programs

Principles of event planning and coordination

Basic principles and methods of analysis and presentation of data

Principles and practices of business and public administration

Organization and management of records

Principles and procedures of budgeting

Capabilities of computer applications and hardware related to employee health and wellness programs

Ability to:

Effectively plan and coordinate the operational activities of an employee wellness program

Understand, interpret, and apply laws, rules, regulations, and procedures pertaining to employee health and wellness programs

Communicate effectively with employees and retirees

Collect, analyze, interpret, and evaluate data, draw sound conclusions, and make recommendations

Write accurate and clear reports and correspondence

Work independently on assigned projects

Make clear and effective oral presentations

Organize work to meet critical deadlines

Establish and maintain cooperative and effective relationships with employees, administrators, retirees, outside agencies and the public

Travel to offsite events

Entrance Qualifications

Education:

A bachelor’s degree from a recognized college or university, preferably with a major in public health, health education, or a related field.

Experience:

Three years of recent full-time, paid, professional-level experience in the coordination of an employee wellness or health program.

Special:

A valid Class "C" California driver's license.

Travel throughout the District is required.
