Assists in negotiating, preparing, and processing contracts, leases, and purchase documents for a variety of equipment, materials, supplies, and services for the District.
Assists in the preparation of contracts for materials and services by obtaining and assembling information for bid specifications.
Purchases routine materials, supplies, equipment and services using a computerized purchasing system in compliance with pertinent policies, laws, regulations, rules, and limits.
Assists District staff in defining routine purchasing needs and options and to explain District purchasing policies and procedures.
Gathers, compiles, and reviews data and prepares reports in graphic, pictorial, tabular, written and oral form related to contracts and procurement.
Utilizes the capabilities and functions of standard and specialized office software applications such as data management, spreadsheet, presentation, and word processing in completing assigned projects.
Contacts sales representatives of current and prospective vendors regarding product specifications, product availability, and pricing.
Researches and conducts comparisons on products, services, and vendors; maintains a list of approved vendors.
Assists in scheduling demonstrations and testing of products.
Prepares reports, presentations, operational documents and correspondence related to contracts and procurement activities.
Writes instructions, procedures, and manuals involving administrative and operational activities of the procurement unit.
Assists in expediting requests for the purchase and lease of materials and/or services.
May make field surveys and investigations related to procurement and lease specifications.
Performs related duties as assigned.
An Assistant Procurement Specialist assists in negotiating, preparing, and processing contracts, leases, and procurement documents for a variety of equipment, materials, supplies, and services for the District.
A Procurement Specialist negotiates, prepares, and processes complex contracts, leases, and procurement documents for the acquisition of a variety of equipment, materials, supplies, and services for the District.
A Senior Procurement Specialist performs the more difficult and complex negotiation and processing of contracts, leases, and procurement documents for the acquisition of equipment, materials, supplies, and services for the District and supervises the activities of a procurement unit. An incumbent in this class applies a thorough knowledge of business and contract law in the performance of assigned duties.
A Procurement Manager applies a thorough knowledge of business and contract law related to construction, procurement, insurance, real estate, and business management principles in planning, organizing, and managing the negotiation, preparation and execution of a variety of contracts, leases, and procurement activities for the District.
Immediate supervision is received from the Procurement Manager or Senior Procurement Specialist. Work direction may be exercised over technical and clerical staff.

Education and Experience:
A. A bachelor’s degree from a recognized college or university, preferably with a major in business administration, public administration, economics, law, or a related field AND one year of full-time, paid professional-level experience in contracting, procurement, or a related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

B. A master’s degree from a recognized college or university with a major in business administration, public administration, economics, law, or a related field.
Special:
A valid Class “C” California driver’s license may be required for some positions. Travel throughout the District may be required for some positions.
