Job Description

Loudoun County's Department of Building and Development is seeking a dynamic and talented technology professional for a full-time position as a Systems Analyst. The position will be a member of the technology team and responsible for a wide variety of technical challenges in support of Building & Development business operations for Loudoun County, VA. Primary responsibility will be in support of the future enterprise Land Management System used to support the Building and Development business processes as well as other Community Development Departments within the County. The system is Tyler Technologies' EnerGov application.


Relevant skills include the design, development, testing and maintenance of information systems, along with implementation and support experience with COTS (Commercial Off-the-Shelf) applications.  Excellent analytical, verbal, written, and superior customer service skills are essential. Ability to work effectively, both in a team environment as well as independently, is required. Knowledge and skills required: a strong Microsoft background with Office Suite and/or Office 365; advanced logic-based troubleshooting and problem-solving skills; attention to detail; superior communication skills; experience with system monitoring tools; and a positive/enthusiastic attitude with a high level of patience is critical. The successful candidate will possess a desire to contribute to the B&D Tech Team’s mission to provide effective, accurate, and reliable information, communications and technology services for the Building & Development Staff. A positive, “can-do/will-do”, team member approach to work is an absolute must, in order to serve the customer-service responsibilities of the team and Department.

Job Requirements

Requires any combination of education and experience equivalent to a Bachelor's degree in computer science or related field, and a minimum of three years of experience in business technology application analysis, administration or enterprise application development and support.

Additional knowledge and skills highly desired:

  • Experience with Geographic Information Systems (GIS)
  • MS SharePoint experience
  • Industry related experience with land, license and asset management software, implementation or consulting services
  • Experience in recording and/or contact management systems
  • Software implementation/consulting services background
  • Experience with Work Flow software, automation and analysis
  • API analysis and/or development experience
  • Experience with enterprise imaging systems
  • Background in Cloud-based, enterprise systems administration and customer support
  • Excellent technical skills (ie. SQL Server, SRSS, Crystal Reports)
  • Must be able to communicate technical concepts clearly and accurately
  • Excellent planning and organizational skills
  • Ability to follow through until a process is complete
  • Strong work ethic and commitment to excellence
  • Self-motivated team player
