Job Description

The Natural Resources Division of the Department of Building and Development is seeking qualified candidates for a full-time Virginia Stormwater Management Program (VSMP) Engineering Technician. The successful candidate will be integral to implementation of the day-to-day operations of the Loudoun County Virginia Stormwater Management Program (VSMP), in order to ensure compliance with State Law, and the Loudoun County Codified Ordinance and Facility Standards Manual (FSM) as they relate to stormwater management (SWM). Specifically, as part of the County’s BMP Construction Inspection Program, the candidate will conduct inspections of Stormwater Management Best Management Practices and review third party inspection reports throughout construction, in order to ensure that each practice is constructed in compliance with the applicable standards and approved plans. The Engineering Technician will also be responsible for reviewing lower complexity stormwater plans, and for processing VSMP Permit applications and terminations. Thorough knowledge of Best Management Practice (BMP) design and the County’s local SWM program requirements will be essential in order to successfully carry out these duties. This position will require that the incumbent work directly with applicants, developers and contractors, and must be able to communicate ideas clearly, concisely and effectively in order to develop and maintain effective working relationships. The VSMP Engineering Technician is responsible for data entry into both County and State databases for the purposes of accurately documenting the plan review and permitting process.

Job Requirements

Requires a high school diploma or equivalent and six years of experience related to stormwater management, engineering or a related field.

Special Requirements

Must have or obtain Certification as a Virginia Stormwater Management Inspector within one year of employment. Acquiring certification as a Stormwater Management Plan Reviewer within 2 years is desired. Applicants must be able to inspect active construction projects, often requiring significant walking or crawling through tight spaces, and climbing into manhole structures. May require work in inclement weather and on wet or uneven terrain.
