Main Purpose of Job

Within the Maryland Department of Health (MDH), the Prevention and Health Promotion Administration's (PHPA) mission is to improve the health of Marylanders by reducing the transmission of infectious diseases; helping impacted persons live longer, healthier lives; and protecting individuals and communities from environmental health hazards. PHPA works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring and treatment of infectious diseases and environmental health hazards. This position will provide data management and analysis support for surveillance and special studies of various communicable diseases of interest to the Maryland Emerging Infections Program (EIP). Responsibilities will include collecting surveillance data for specified pathogens; entering and conducting quality assurance processes for the data; analyzing surveillance data to monitor disease trends; collecting, managing, and analyzing data from projects designed to identify risk factors for the acquisition of disease and populations disproportionately affected; assisting with the development of scientific and other reports; and communicating program information and findings to federal, state, and local stakeholders. Program activities will be conducted in collaboration with the US Centers for Disease Control and Prevention (CDC), nine other EIP sites, and other federal, state and local partners. These program activities complement the surveillance and outbreak investigation functions of the MDH Prevention and Health Promotion Administration's Infectious Disease Epidemiology and Outbreak Response Bureau whose purpose is to prevent and/or reduce the incidence of communicable diseases in Maryland.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited four-year college or university including or supplemented by three or more semester hours in statistics beyond the elementary course.  A copy of your transcript must be attached to the application. 

Experience:  One year of experience in statistical or research work which must have included the application of statistical techniques.

NOTE: 

1.  One year’s experience in statistical research work, including the application of elementary statistical techniques, may be substituted for the required course in advanced statistics.

2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Statistician classifications or Statistician and Intelligence Officer  specialty codes in the Statistics field of work on a year-for-year basis for the required experience and education.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
