Main Purpose of Job

This position is responsible for the preparation and training of the Maryland Commercial Vehicle Inspection Program. This training includes both uniform and civilian members of the Maryland State Police and all associated allied agencies within the State of Maryland.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

1.  Experience instructing various North American Standard courses as they relate to commercial vehicle and driver inspections to include:

Driver/Vehicle Inspection Course - Part A&B

Motor Coach Inspection

Preventive Maintenance Course

Limited Law Enforcement Authority Course

In-service re-certification course for Motor Carrier Inspectors

Legislative Update Training Courses

2.  Current certification as a Maryland Police Training Instructor and the National Training Center of the Federal Motor Carrier Safety Administration

LIMITATIONS ON SELECTION

This is an internal recruitment restricted to current, full-time, permanent and contractual Maryland State Police employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates will be subject to a complete criminal investigation to include a polygraph examination before permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application.  Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST, BETTER or QUALIFIED category.  The eligible list will be used by the hiring manager to select the individual to fill the vacant.  The list will be valid for one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
