Main Purpose of Job
POSITION DUTIES
Investigation: Conducts investigations and examinations by performing analysis and research to enhance labor law compliance in the state. Performs this function through the use of established investigative discovery methods and evidentiary analysis of payroll, personnel policies, contracts, time records and other required documentation.
Evaluation: Evaluates and relates facts to compliance requirements, citing applicable labor laws and regulations, for the purpose of employee empowerment, preventing violations, and public education. Performs this function through direct telephone contact with program constituents, responsive letter writing, faxing requested documentary information, and in person communications.
Adjudication: Adjudicates labor law violations after considering investigation results. Provides testimony during hearings regarding decisions. Enforces decisions by issuing citations, penalties, wage orders, final wage orders, subpoenas, and other notices.
Outreach and Education: Provides consultation services to employers, employees, and other interested persons to improve labor law compliance in the state. Performs this function through written and oral communication, group presentations, and collaboration with employers to establish labor law compliance programs.
Communication: Communicates with employers, employees, and other interested persons orally and in writing for the purposes of collecting unpaid obligations, issuing enforcement documents, addressing inquiries and providing conciliation services.
Report Writing: Prepares narrative reports detailing investigations and follow-up activities.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of general investigative work. For the II level, two years of the experience must have involved investigations for compliance to laws and regulations governing wages and/or employment practices.
Notes:
1. Additional years of experience as stated above may be substituted on a year-for-year basis for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the inspection, investigation, enforcement and compliance classifications inspection, investigation, enforcement and compliance specialty codes in the wage and hour investigation field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS
Must have 6 months of experience in Human Resources including but not limited to payroll, benefits, compensation, recruitment, employee relations, labor relations, and personnel management.
Must have 6 months of experience as a business owner or business manager.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

U.S. Military Veterans may qualify for additional bonus points towards certification. Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
