Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from all qualified applicants for the position of Administrative Officer I. This contractual position exercises independent judgement and responsibility for the overall complaint processes of the boards.

Main Purpose of Job

In coordination with the mechanical licensing boards, ('board') including the board of Heating, Ventilation, Air-Conditioning and Refrigeration, board of plumbing, board of master electricians, board of stationary engineers, elevator safety review board, the locksmith program and senior management, the position exercises independent judgement and responsibility for the overall complaint processes of the boards, including the independent analysis of operations, procedures, organizations, systems and recommends improvements when necessary. The position is responsible for the preparation and/or supervision of the preparation of management tools such as procedure manuals, statistical tables, charts (including work-flow and organizational charts) and performance measurements. This position handles all correspondences and contact with the boards by complainants, licensees and citizens, and prepares final reports and suggests improvements for the advancement of the boards' programs. This individual participates in the formulation, establishment or modification of program goals and objectives through analysis of alternatives, trends, available resources, and projected program needs. This position participates in the program planning process by developing forecasts, proposals or procedures for orderly growth and expansion of the boards and its' mission. The administrative officer manages the complaint process, seeking timeliness and fairness for both complainant and respondent. The administrative officer confers with other administrative officials, program heads, staff specialist or others in order to exchange information pertaining to the program or interpret policies or offer recommendations, and advises departmental officials regarding administrative practices, procedures or policies. The incumbent coordinates interagency transactions and acts as a liaison with officials in other agencies, in the state, legislature, federal government, private industry, or local government agencies as assigned.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Supervises programs and exercises independent judgement and analysis to interpret complex administrative plans and policies for the boards.
  • Schedules and prepares for monthly meetings of the boards, including agenda preparation and documentation of actions and official minutes
  • Manages application and licensing processes.
  • Manages complaint intake, file maintenance, scheduling of formal and informal hearings, referrals for investigation and all contact with complainants and respondents.
  • Responds to all correspondences and contact with the board by applicants, licensees and citizens, and assists in the preparation of final reports and suggested improvements for the advancement of the program.
  • Oversees cash management functions and assures compliance with all related legislative audit requirements.
  • Assists in the planning and implementation of new or revised procedures, practices, programs, exams and standard operation procedures.
  • Confers with other administrative officials, program heads, staff specialists or others in order to exchange information pertaining to the program or interpretation of policies or offer recommendations, and advises departmental officials regarding administrative practices, procedures, or policies.
  • Prepares and reviews contracts relative to the private testing vendor to administer a state licensing examination for licenses issued by the board.
  • Coordinates with the departmental investigator to ensure that complaints are reviewed in a timely manner and that all requirements are met.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Successful candidates will be placed on the certified list categorized as Best Qualified, Better Qualified, or Qualified. The certified list will be used by DLLR for a period of one year.

Contractual Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

 Leave Benefits

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
