This is a Position Specific-Recruitment for Talbot County Department of Social Services. Talbot County Department of Social Services is located in Southern Maryland, 71 miles east of and across the Bay Bridge from the Baltimore-Washington area.

Main Purpose of Job

The main purpose of this position is to assist and contribute to the efficient operations of the fiscal and administrative division of the agency, Local General Administration (LGA), as it supports the Talbot County Department of Social Services (TCDSS) mission and goals. This position is responsible for accounts payable, accounts receivable, maintenance of subsidiary ledgers, and some financial reporting. Assists the Finance Officer and the AD for Administration with various administrative, accounting and finance related projects.

POSITION DUTIES

Performs financial data entry and transactions in the Maryland Financial Management Information System (FMIS), Clients' Automated Resource and Eligibility System (CARES),  Access and Maryland Child Electronic System Information Exchange (CHESSIE) computer systems, including record keeping procedures. Maintains the accounts receivable tracking report spreadsheets and any account ledgers to monitor receivables due to the agency. Performs accounting and reporting to include maintaining subsidiary ledgers and expenditures by projects to aid in the expenditure control of grants, agency flex funds, lay funds and other funds as required. Assist the Finance Officer in maintaining, updating and implementing fiscal policies and procedures to include proper closing of the accounts for State and Federal fiscal years.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess:

1. One year experience using the State of Maryland FMIS (Financial Management Information System) or other commercial computerized accounting systems.

2. One year experience using Microsoft Office Word and/or Excel.

3. One year experience performing banking functions such as preparing deposits and/or reconciling bank accounts.

4. One year experience handling internal and external customers.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
