Main Purpose of Job
POSITION DUTIES
1. Perform general accounting and/or grants management functions. Job duties, when applicable, include but are not limited to:
- Prepare Schedule G
- Prepare Fund and Grant status reports
- Prepare Federal Budget
- Revenue and expenditure reconciliations
- Prepare federal reports
- Review sub accounts
- Prepare Federal cash requisitions
- Monitor and test cost allocations methods to ensure methodologies are allocating appropriately
- Prepare and FARS to FMIS reconciliations
- Review and approve all invoices
- Review and approve bank reconciliations
- Review Guaranty Fund revenues and expenditures
- Review expense vouchers audited by staff
- Prepare quarterly or annual accruals for incurred expenditures
2. Perform budget functions. Job duties, when applicable, include but are not limited to
- Analyze program budget submissions
- Prepare appropriation and grant projections using R*STARS reports and information gathered from the program and prior year fiscal trends
- Prepare budget amendments for programs
- Review procurement change orders submitted by staff for accuracy
3. Provide fiscal technical assistance and guidance to grantees and program staff. Job duties, when applicable, include but are not limited to:
- Assist in developing policies and procedures
- Review Grant modifications
- Review Grant awards
- Provide audit support
- Monitoring support
- Aid in developing and implementing corrective actions plans
- Applying policies, procedures, laws, and regulations
- Create journal entries
- Perform Grant closeout
- Review Grant applications
- Review SPS cost allocations
- Ensure closeout reports are filed in a timely manner
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
4. Applicants may substitute one year of professional auditing experience for one year of the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).
Budget preparation and analysis experience
State Government Accounting and Budget experience
Experience working with Microsoft Office Suite (Excel, Word, PowerPoint and Access)
Experience with FARS, FMIS and RSTARS
Experience evaluating expenditures, revenue and fund documentation
Experience using Workday
