Main Purpose of Job

This Physician Clinical Specialist will serve as the County’s Maternal-Child Health (MCH) expert on public health policy to improve maternal and child health in Anne Arundel County.  This Physician Clinical Specialist will also direct the Bureau of Family Health Services (FHS); responsible for administering a budget of nearly $10 million comprised of County and State funds; directing a staff of approximately 100 clinical, managerial, clerical and service personnel located at several different facilities in the County; and assessing, planning, developing, implementing and evaluating nursing and other comprehensive programs devoted to linking residents with the health resources they need. FHS provides a number of public health services including Access to Care (REACH, ACC/EACC/Ombudsman, Healthy Start and Healthy Babies), WlC, Dental Health, and Eligibility and Enrollment (MCHP and MA Transportation and the Adult Evaluations Review Services/Nurse Monitoring program).

The position is also responsible for providing public health leadership on all matters involving Maternal-Child Health (MCH) in the County. This entails leadership across the Department, to County schools and other agencies, and to private pediatric practices and hospitals to monitor, develop, and collaborate on policies and initiatives aimed at improving the birth outcomes, family planning, women’s health, and child and adolescent health. MCH is a foundational element of public health and the position is expected to serve as the content leader for advising and implementing system change to achieve improves MCH outcomes.

The County’s elderly and disabled population is experiencing significant growth at a time when traditional family supports are receding in many households. The Adult Evaluation Review Services and the Nurse Monitoring Program, both in the FHS Bureau, provide direct in-home clinical care to medically fragile individuals. In addition to directing the program’s Clinicians, this Physician Clinical Specialist will provide Countywide leadership in working with private practitioners and other providers to monitor developing health trends in certain vulnerable populations.

In accordance with the State of Maryland Procedure for the Release of State Employees, this position is designated as an emergency essential employee and as such is required to report for work or remain at the work site to continue agency operations during emergencies.

MINIMUM QUALIFICATIONS

Education: Possession of a degree in medicine from an accredited college or university.

Experience: As required for certification in an area of medical specialization by an American Medical Association Specialty Board.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Medical Corpsman and Physicians classifications or Nursing or Physician and Medical Services and Special Corpsman Officer specialty codes in the medicine field of work on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Applicants must be certified by an American Medical Association Specialty Board in an area of medical specialization.

2. Applicants must be licensed by the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of the current license must be attached to the application.

SPECIAL REQUIREMENTS

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
