Main Purpose of Job
The mission of the Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations. Within PHPA, the Infectious Disease Prevention and Health Services Bureau ('Bureau') works to improve the health of Marylanders by reducing the transmission of infectious diseases and helping impacted persons live longer, healthier lives. The Bureau is dedicated to primary and secondary prevention of HIV transmission in Maryland. In partnership with impacted communities, the Bureau develops, funds and evaluates effective Adult Viral Hepatitis, Sexually Transmitted Infection, and HIV prevention and treatment programs. The Bureau provides training, support and technical assistance to develop the capacity of agencies and individuals to successfully deliver those interventions and services, including, but not limited to, local health departments, providers, community based organizations, and public and private sector agencies.
The main purpose of this position is to serve as the Bureau's leader for the Center for Viral Hepatitis. Specifically, this position will provide overall direction, oversight, and coordination for multiple programs and efforts of the Center to address hepatitis prevention, testing and treatment. This position is a professional-level administrative and management position with responsibility for leadership, direction, and monitoring of the Center. This includes, but is not limited to, developing and implementing strategic and operational plans, preparing and submitting federal and state budgets, grant applications and reports, managing multiple statewide project budgets in accordance with state and federal guidelines, hiring and management of Center staff, overseeing internal and external workgroups, engaging diverse stakeholder groups, including federal funders and policy experts, and representing the Bureau in local, state and national settings in order to further its mission. The Center Chief manages a budget of approximately $3.5 million in federal and state funds. The position also serves as a senior-level subject matter expert on viral hepatitis, including testing and treatment strategy and policy, performing independent inquiry and research on hepatitis-related best practices and policy considerations in consultation with Bureau and Department senior leadership.
Requires a bachelor's degree and three years of professional experience in Hepatitis B, Hepatitis C, or HIV related programs and three years of supervisory or managerial experience.
