Main Purpose of Job

This management level position provides statewide leadership, direction, and over sight to the Behavioral Health administration's Office of Systems Integration and Community Liaison, within the Clinical Service Division, which is responsible for the planning, design, development, implementation, and monitoring of effective community-based behavioral treatment and care navigation services statewide. This includes the design, development, and implementation of State Care Coordination and Targeted Case Management as well as specialized, culturally sensitive and responsive initiatives to address the needs of individuals with mental health, substance -related or co-occurring mental health and substance related disorders who are deaf and hard of hearing or who have or who are at risk for chronic somatic health conditions through Medicaid Behavioral Health Home Initiative. This position directs, administers, and oversees the statewide continuum of out patient behavioral health treatment services, including ASAM Levels 1.0,3.1,3.3,3.5,2.5,3.1,3.3,3.5 and 3.7 levels of care and Outpatient Mental Health Center, Mental Health Partial Hospitalization Programs, group practice, and private independently licensed practitioners. This includes administration of the Maryland Medication Assisted Treatment and Recovery Support and Maryland Opioid Rapid Response(MORR) federal grants. In addition, this position leads and directs Division staff in the in the preparation of written responses to controlled correspondence from Public Officials, Interest groups, behavioral health providers and private Citizens and responds to request for information and referral to behavioral health treatment.

This position provides oversight of regional Technical Assistance Teams, which facilitate the implementation of recovery oriented services, identify problems in the provision of treatment services based on administrative, clinical, fiscal and data monitoring and provide planning and technical assistance to the treatment programs in each region.

This position is responsible for facilitating significant change within the behavioral health service delivery system in Maryland, including the development and implementation of quality service standards, training and technical assistance strategies, grant proposals, outcome and performance measures , and the allocation of fiscal resources to support behavioral health integration.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree or higher from an accredited college or university in a health or human services related discipline and four years of professional or administrative Experience in Behavioral Health treatment services , two of which are in a supervisory or managerial capacity.  A Master's degree is preferred.
