Main Purpose of Job

Assists the Fiscal Services Officer II in performing a wide variety of professional fiscal functions and helps direct the work performed by the agency's Fiscal Unit. Assists in examining, analyzing and interpreting accounting systems and records.

POSITION DUTIES

Assists in the preparation of budgets to reflect agency needs. Assists in the preparation of monthly, quarterly and special financial reports in accordance with state and federal policies and procedures; complies supporting fiscal and statistical data. Calculates and verifies actual expenditures and budget figures; Assists in the preparation of fiscal reports to ensure that proper funding is maintained in accordance with COMAR and agency procedures. Adheres to fiscal policies and procedures of the Fiscal Unit to meet departmental, State, Federal and other funding source laws and requirements and to assign and review the work of the unit. Participates in state audits by providing information to the auditors and assisting in the implementation of corrective actions. Assists in the monitoring of agency transactions in Financial Management Information System (FMIS) to ensure proper interface between Disability Determination Services (DDS) legacy accounting system and the state Financial Management Information System (FMIS).

MINIMUM QUALIFICATIONS

EDUCATION:

A Bachelor’s degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.  

EXPERIENCE:

One year of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.  

NOTES:

  1. Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
  2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
  3. Possession of a certificate as a Certified Public Accountant or a Master’s degree in accounting from an accredited college or university may be substituted for the required experience.
  4. Applicants may substitute one year of professional auditing experience for the required experience.
  5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Proficiency in creating and using Microsoft Excel spreadsheets and Microsoft Word documents is required.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of generally accepted auditing standards (GAAS). Knowledge of generally accepted accounting principles (GAAP). Ability to analyze and interpret financial data and formulate budgets to monitor expenditures and compile financial statements. Skill in researching discrepancies in accounting and budgetary data and making necessary adjustments. Skill in developing report formats and preparing financial reports. Ability to communicate effectively; effectively plan and organize assigned work and meet established performance standards.

SPECIAL REQUIREMENTS

Individuals selected for positions with the Maryland State Department of Education's Disability Determination Service (DDS) will go through a complete federal background investigation. A suitability determination by the Social Security Administration is necessary to determine whether an employee can be issued credentials in order to have access to Social Security disability data, records, and systems.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
