Main Purpose of Job

This position maintains and controls the Fixed Assets Inventory in accordance with statewide regulations of the Department of General Services. It is also responsible for year-end close-out reports on fixed assets and Annual Insurance Survey. The position also ensures that Generally Accepted Accounting Principles (GAAP) and guidelines established by the Comptroller Office and Department of Budget and Management (DBM) are in compliance.

POSITION DUTIES

Performs advanced cost accounting for fixed assets to include procedures and implementation of recording, inventorying, reconciling, and reporting financial results to management and state agencies according to the guidelines of the Department of General Services (DGS) and the General Accounting Division (GAD) and in accordance with generally accepted accounting principles.  Maintains the fixed assets information in a database and performs timely advanced analyses of data as needed.  Conduct Training/meetings annually with agency Accountable Officers to inform of policies and discuss inventory issues.  Implement and maintain the disposal of property through the on-line posting according to DGS guidelines.   Review and reconcile Annual Physical Inventory along with spot counting within two weeks of Inventory report is received for review.  Resolve any issues with Accountable Officers for discrepancy of data and missing items.  Some travel may require to JSE or Child Care facilities. 

MINIMUM QUALIFICATIONS

EDUCATION:  Bachelor’s Degree in Accounting or a Bachelor's Degree with 30 credit hours in Accounting and related courses including or supplemented by 3 credit hours in Auditing.  Possession of a CPA Certificate is preferred.  

EXPERIENCE: Three years of professional experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Experience with the statewide Financial Management Information System (FMIS), ADPICS, and R*STARS is preferred.       

NOTES:

1.  Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) or a Master’s Degree in Accounting for one year of the required experience.

2. Applicants may substitute one year of professional budgeting or auditing experience for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Advance knowledge and experience with Microsoft Excel and/or Access Database.

Possession of a Certified Public Accountant Certificate
