Work that matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in revitalizing communities and financing affordable housing. Our team is looking for a project manager that will challenge the status quo, effectively communicate ideas and issues, and independently bring forth practical and efficient solutions and improvements.
The Division of Neighborhood Revitalization has an immediate opening for a Project Manager. This individual must be a highly organized, customer oriented, self-motivated, team player with financial and project management experience.

LOCATION OF POSITION
This position will operate primarily out of the Division’s satellite office in Baltimore, Maryland with occasional travel to the Department’s Headquarters in Lanham.
POSITION DUTIES
Serving as the Assistant Main Street Coordinator, this position supports the State’s management of the Main Street Maryland Program and Main Street Affiliate program, as well as administering Operating Assistance Grants in the Division of Neighborhood Revitalization at the Department of Housing and Community Development. The incumbent utilizes their expertise to provide direct technical assistance to local governments, nonprofits and small businesses and coordinates Neighborhood Revitalization and Department of Housing and Community Development technical and financial resources to strengthen and revitalize communities. Responsibilities include establishing and coordinating inter-agency relationships that align State resources and increase the impact of public-private investments in neighborhood and commercial district revitalization activities. Additional responsibilities include grants administration from application to award and monitoring, marketing/promotion, management of web content, and customer relations including problem-solving and responding to stakeholder inquiries.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university.
Experience: Four years of administrative or professional experience to include one year of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.
Notes:
1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.
2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Two years of experience with the National Main Street Center’s Main Street Approach to commercial revitalization or similar downtown economic development improvement strategy.
Two years of experience with providing technical assistance in community and economic development principles to local governments, nonprofit organizations and/or businesses in order to implement and complete revitalization projects
Knowledge of and experience with marketing, promotions and advertising particularly related to small businesses and community development.
Demonstrated proficiency in Microsoft Office Suite
Strong written and verbal communications skills to work with high level public and private sector officials
Ability to handle multiple, concurrent and high priority tasks

EXAMINATION PROCESS
BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
