LOCATION OF POSITION
Main Purpose of Job
Performs regulatory inspections and monitors all railroad carriers operating within the State of Maryland to reduce railroad related accidents, injuries, deaths, and property damage.
This position provides compliance oversight of the railroad industry throughout the State of Maryland as authorized by: Railroad Safety and Health Labor and Employment Article, Title 5.5 Annotated Code of Maryland. Code of Maryland Regulations Title 09 DEPARTMENT OF LABOR, LICENSING AND REGULATION Subtitle 12 DIVISION OF LABOR AND INDUSTRY Chapter 91 Railroad Safety and Health. Code of Federal Regulations 49 Part 212 STATE SAFETY PARTICIPATION REGULATIONS.
Summary – Achieve and maintain FRA certification in the Operating Practices disciplines a regulatory compliance inspector, in accordance to FRA and Sate requirements, for the purpose of conducting regulatory compliance inspections, investigations and other duties as assigned.
Conduct scheduled and unscheduled regulatory compliance inspections and investigations of interstate and intrastate railroad carriers, private industries and excursion railroads for the purpose of enforcing and promoting compliance with State and Federal regulations in the Operating Practices discipline.
Investigate railroad accidents/incidents in order to determine if their probable cause was due to Operating Practices failures.
Prepares detailed narrative reports to document the findings of regulatory inspections and all investigations. Issues condition reports, and civil penalties(if warranted) notifying railroad carriers, private industries and appropriate regulatory agencies of railroad safety standards, deficiencies and violations while advising them if the need for remedial actions are necessary and other RS&H duties as assigned.
Attend State of Maryland and FRA conferences and training courses to remain cognizant of changes in State of Maryland and Federal regulations to ensure uniform and accurate application and enforcement. Travel and overnight stays are required.
Stay current with modern standards of Operating Practices, examine railroad records relating to this discipline to ensure compliance to State and Federal regulations. Process and submit State and Federal inspection reports via email or other electronic means where possible.
Performs other duties as assigned by management.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of experience performing railroad safety or regulation compliance inspections related to track, motive power and equipment, operating practices or signal and train control.
Note: These requirements are determined by the Federal Railroad Administration (FRA) in accordance with FRA requirements for admission to the federal training program which leads to certification as a railroad safety inspector.

Six months experience in railroad operations, i.e. conductor, engineer, train master, and/or yard master.

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
2. Employees in this classification will be required to obtain federal certification as a railroad safety inspector within 1 year of employment. Information concerning requirements can be obtained from the Railroad Safety and Health Program, Division of Labor and Industry, Department of Licensing and Regulation, 1100 North Eutaw Street, Baltimore, Maryland 21201.
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
