Main Purpose of Job

To direct and coordinate all activities necessary in the administration of the Maryland Quarterly Census of Employment and Wage (QCEW) program. This work involves directing and supervising subordinate staff that are assigned to the program to meet the requirements outlined in the Federal/State cooperative agreement to the QCEW program. The work includes supervising the processing, producing, and analysis of databases, spreadsheets, industry, wage, and geographic data. The work also involves meeting all deliverables outlined in the Federal/State cooperative agreement that relate to the Maryland QCEW (ES-202) program; preparing program output for public release; maintaining an ongoing dialogue with the U.S. Bureau of Labor Statistics (BLS) and the Maryland Department of Labor, Licensing and Regulation (DLLR) staff; and providing training to subordinate staff and others in the use of the North American Industry Classification System (NAICS).

POSITION DUTIES

The candidate will use independent judgment, technical training and experience in analyzing, and editing industry and wage statistics, data and information as well as in relating to government agencies, private companies, research and academic institutions, and the general public. Candidate will explain in detail economic and statistical data in response to BLS questions and any priorities given by BLS Regional Office, National Office and the BLS programs administrator. Candidate will verify reported data, edits and estimates missing data elements.
 
Candidate will participate in several BLS conference calls, trainings, Webinex and related activities to obtain the most accurate information about program updates and methodology improvement or changes. Candidate will utilize several computer applications and systems such as ExpoProd, MainFrame, QUEST, the Industry Analysis Tool (IAT), BLS Auto NAICS etc. to review, upload and download data as input and output for use in fulfilling program's objectives

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience supervising other employees or exercising responsibility for program management or development.
One year of economic and statistical data reporting, analysis, editing, and internet research skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
