Introduction

 

The Opioid Operational Command Center, under the Maryland Emergency Management Agency, brings together federal, state, and local partners to support prevention, treatment, and enforcement efforts in combating the heroin and opioid crisis in Maryland. Before It’s Too Late is the state’s effort to bring awareness to this epidemic.

 

NOTE: While the position is full-time day-shift under day-to-day conditions, it is subject to an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) in accordance with the Consequence Management Operations Plan (CMOP) to attend to all emergencies on a statewide 24/7 basis.

Main Purpose of Job

NOTE: This position operations within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.

The Opioid Operational Command Center facilitates collaboration between state and local public health, human services, education, and public safety entities to reduce the harmful impacts of opioid addiction on Maryland communities.

This position primarily reports to the Communications Officer and Legislative Liaison and provides high-functioning administrative, graphic design and secretarial support to the State Partner Coordinator, OIT Coordinator, Communications Director, Project Specialist, Finance Director and overall program. This position creates well-established administrative policies allowing OOCC program staff to focus on OOCC mission. This position serves in a support capacity in emergency management programs and primarily conducts a variety of administrative tasks in support of overall objectives and desired project outcomes.

POSITION DUTIES

Duties of this position include but are not limited to:

  • Provide day-to-day administrative support functions to the OOCC program staff, including the State Partner Coordinator, OIT Coordinator, Communications Director, Finance Director and Project Specialist
  • Type and format reports and documents, create and maintain spreadsheets and word documents, proofread reports to verify accuracy
  • Develop charts, graphs, maps, infographics, and other visual resources for OOCC reports and publications
  • Contact and coordinate with partners as needed/directed to facilitate meeting coordination
  • Establish, organize and maintain electronic and paper office files for the OOCC program staff

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience developing charts, graphs, maps, infographics, and other visual resources
  • Experience typing and formatting reports and documents, creating and maintaining spreadsheets and Word documents
  • Experience proofreading reports and documents to verify accuracy

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of this position. Therefore, it is important that you provide complete and accurate information on your application.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
