Introduction

The Water and Science Administration, Watershed Restoration Division is recruiting for a Regulatory and Compliance Engineer I. This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.  

This is an entry level position; therefore, the selected candidate will be offered the base salary.  Progression in the current position will be based upon the approval of annual increments and/or cost of living adjustments.

Main Purpose of Job

This is an entry level Regulatory and Compliance Engineer I position.  This position will conduct technical analysis, research and documentation functions in support of:

  • Maryland’s 319 Nonpoint Source Management Program -  The incumbent of this position will perform analyses  (watershed modeling analyses, urban stormwater BMP calculations, and GIS analyses) in support of Maryland’s 319 NonPoint Source Management Program.  The position will develop and review 319 watershed plans and make updates to existing plans.
  • TMDL Implementation – The incumbent of this position will perform analyses (statistical analyses, watershed modeling analyses, and GIS analyses) in support of different local and State Total Maximum Daily Loads (TMDLs) implementation related efforts conducted by the Watershed Restoration Division.  The incumbent of this position will perform analyses to support the creation of materials and information for local MS4 jurisdictions to use in the development of TMDL implementation plans and the reporting of progress towards these TMDLs. 
  • Tracking and Reporting of Progress towards the Chesapeake Bay Watershed Implementation Plan Goals – The incumbent of this position will conduct a wide range of GIS, statistical, and other analyses for the support of the Chesapeake Bay Watershed Implementation Plan Goals and Programs.  This includes analyzing variable data sources to provide estimates of growth in Maryland and performing subsequent pollutant loading analyses to assess the efforts of this growth on water quality. 

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None

Notes:

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the engineering degree.  

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Computer programming skills, such a SAS, R or Python;
  • Strong oral and written communication skills;
  • Familiarity with environmental (watershed or water quality) modeling, (e.g., SWAT, SWMM, WASP, etc.);
  • Attention to detail and highly effective organization skills;
  • Ability to manage multiple projects.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an electronic device.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified and placed on the cert list for at least one year. This list will be used by the hiring agency to select employees. 

Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.
