The goals of the State Ethics Commission, as established by the Public Ethics Law, are: to ensure the public has the highest trust in its State officials and employees and to assure the public that decisions are made impartially and with independence of judgment;  to ensure State business is conducted free from improper influence, or even the appearance of improper influence;  and to prevent conflicts of interest by administering public disclosure programs and standards of conduct for State employees, officials and lobbyists.

Main Purpose of Job

The main purpose of this position is to provide support services to the Staff Counsel in the form of paralegal assistance; financial disclosure review and compliance; field inquiries and investigations; and preparation of materials to be presented to the Commission at meetings and administrative hearings.  Additionally, perform other duties when needed or assigned, including providing support to the Executive Director.

POSITION DUTIES

Conduct field inquiries, field investigations and preparation of materials regarding enforcement matters at the direction of the Staff Counsel.  These activities would include assisting the Staff Counsel in interviewing witnesses and respondents; research and preparation of written statements, reports, subpoenas and other documents and related correspondence for the meetings of the Commission or Administrative Hearings before the Commission.   

Respond to requests for assistance with programs administered by the Commission from the public, State employees and officials, and lobbyists or potential lobbyists, either in person, via e-mail, or by telephone. This would include answering questions, other than those requiring advice of an attorney, regarding the conflict of interest, financial disclosure and lobbying provisions of the Ethics Law, and assisting in the completion of the forms and meeting electronic filing requirements related to those programs.  This would also include notifying filers of completion issues within their forms, conducting additional review and generating follow-up correspondence (if needed), assisting in amending forms, and providing other, related assistance.

MINIMUM QUALIFICATIONS

Education:  High school diploma and/or GED certificate. 

Experience:  At least one year of customer service experience and two years of experience in administrative or professional work.

DESIRED OR PREFERRED QUALIFICATIONS

Experience as a legal secretary or paralegal is a plus.

Excellent writing, communication and organizational skills and attention to detail are important. 

Computer and Microsoft Office knowledge is preferred. 

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
