Main Purpose of Job

This position serves as the Manager of the Policy and Analytics Unit and primary Pharmacy-related Policy expert for the Office of Pharmacy Services (OPS).  This includes oversight of Pharmacoeconomics, Data Analytics and Pharmacy-related policies and requires pharmacy expertise to initiate, plan, design and execute strategic projects utilizing drug utilization trends, cost containment measures, budget forecasting, national and regional policies, in order to develop drug coverage policies by the Program.  This position oversees the functions of a Pharmacoeconomist, Data Analysis Specialist and Health Policy Analyst Advanced.

*The incumbent of this position will be required to complete a 2 week, in-person training.  Once training is complete, duties can be completed remotely until further notice.  This position is not permanently remote and will return to functioning in-person full-time in the future.  The incumbent of this position may be asked to report in-person occasionally as-needed while the position is in its current remote status.    

MINIMUM QUALIFICATIONS

Qualified candidate must possess a Doctoral degree in Pharmacy (PharmD) from an accredited college or university and at least a one (1) year post-doctoral residency plus one (1) year of pharmacy experience.  Qualified candidates must also possess eight (8) years of experience in professional or management work, including two (2) years of experience involving one or more of the following:  the supervision of other employees, overseeing and coordinating the general operation of a unit, data analytics, applying rules and regulations, or exercising responsibility for the development of policies and procedures.

SELECTIVE QUALIFICATIONS

The selected candidate must possess:

  • A valid Maryland Pharmacist license from the MD Board of Pharmacy;
  • Two (2) years of experience in monitoring emerging drug technologies, as well as, recommending and implementing drug coverage policies OR 2 years of experience in developing drug coverage polices using drug utilization, cost, budget limitations, and national/regional policies related to pharmacy services;
  • Two (2) years of experience as a Clinical Pharmacist, including two (2) years of Outcome/Cost-based studies experience; and,
  • Two (2) years of experience planning, initiating and implementing innovative ideas in the Pharmacy arena.  

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will have 2 years of experience creating, maintaining and managing drug pipeline reports, experience with pharmacological data analytics and be a self-starter or self-motivated.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates for this position must possess a current license as a Registered Pharmacist from the Maryland State Board of Pharmacy, 4201 Patterson Avenue, Baltimore, Maryland 21215 that is in good standing that will be eligible for reciprocity.
