Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional VI. This recruitment will be used to fill current and future vacancies. All candidates must meet the minimum qualifications during the time apply. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The Communications and Outreach Liaison assists with communications and outreach for the Maryland Department of Labor (MDOL), division of Unemployment Insurance (DUI). The Communications and Outreach Coordinator works in close collaboration with the Manager of Communications and Outreach, and the Director of Policy, Planning & Metrics to ensure messaging, communications, and outreach support and further DUI’s mission, goals, and strategy.

POSITION DUTIES

Develops, maintains and delivers UI Communications and messaging regarding Maryland Unemployment Insurance programs, services, initiatives, technology updates, and improvement efforts with USDOL performance measures and federal and Maryland State laws to attain Agency goals. Oversee DUI Website Content by implementing, developing and proposing new and revised UI content, themes, etc. for lay-out and website posting serves as a bridge to reemployment by disseminating job recruitment, training opportunity, and skills development information. Coordinates with Labor’s Communication and Media Relations Office to provide materials in compliance with departmental guidelines and effectively market DUI services and programs.

Promotes hiring events, job fairs, apprenticeship information, career training opportunities and info-sessions to UI claimants. Develop strategies and improve methods to provide excellent customer service and education to claimants and employers. Participates and conduct Constituent Outreach and UI Advocacy. Foster a Business Friendly Environment on behalf of DUI and cultivate good will by providing UI support and on-site outreach services at job fairs, community events, faith-based initiatives, etc. to Maryland constituents and stakeholders. Act as liaison by conveying/explaining pertinent UI information and updates regarding programs, services, activities and initiatives at outreach events or other forums.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Education: Possession of a bachelor’s degree from an accredited four-year college or university.  

Experience: Five years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program.  

Note: Applicants may substitute additional experience in unemployment insurance as defined above for the required education at the rate of one year of experience for one year of education, for up to four years of the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

1. Proficient in Microsoft Word, Excel and PowerPoint.
2. Strong communications skills both written and verbal. 
3. Extensive public speaking and outreach experience.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDOL/DUI) to determine whether any monies are owed to MDOL/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

U.S. Military Veterans may qualify for additional bonus points towards certification. Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
