This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Geologist Supervisor serves as the Section Head of the Investigations & Remediation Section in the Solid Waste Operations Division, Solid Waste Program. The Section Head is responsible for the review of environmental monitoring data, remedial investigations and plans, groundwater and gas monitoring plans, and for performing related technical functions concerning solid waste, sewage sludge, and natural wood waste facilities. The data reviewed largely consists of groundwater monitoring data for all of the landfills in the State, which significantly contributes to the Department's Safe Drinking Water goals. The Section Head supervises professional staff and will perform a variety of administrative, supervisory, and technical functions related to Program and Departmental goals.

Working conditions of the position are as follows:

  • Work will occasionally involve exposure to uncomfortable or unpleasant surroundings, such as landfills, illegal garbage dumps, sewage sludge sites, and other locations which may be considered odorous or unsightly. The duties requires a significant amount of distance driving, and walking on rough terrain at landfills in all weather conditions.
  • Work involves exposure to hazardous conditions which may result in injury.  Landfills and other waste disposal sites are typically busy places with heavy equipment and truck traffic, which can present a danger to the employee.  Also, the job entails some opportunities for exposure to known or unknown waste materials that can pose risk through physical, chemical, bacteriological, or radiological hazards for which training is provided. 
  • The nature of the work can include lifting heavy objects such as chemical absorbent, etc., use of bailers, hand-augers to sample soil or waste; climbing ladders or catwalks at incinerators and wastewater treatment plants.  
  • This position requires the use of protective equipment such as goggles, gloves, mask, etc.  Special EPA-approved personnel protective training to use specialized equipment such as supplied-air respirators is required, and is provided.  Training required includes a 40-hour EPA- and OSHA-approved training session, as well as annual 8-hour refresher training. 

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive State vehicle.   

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.

Experience: Six years of experience performing professional geological work.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science for the required education and one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have the following:   

  • Experience reviewing groundwater and methane gas monitoring data, remedial investigations and plans, and environmental monitoring protocols;
  • Knowledge of laboratory sampling procedures for regulated constituents in groundwater and surface water;
  • Experience utilizing Microsoft Office Word, Excel, and Access;
  • Excellent verbal and written communication skills;
  • Must be flexible to work beyond normal work hours, if necessary;
  • Attention to detail and highly effective organization skills including the ability to manage multiple tasks and deadlines simultaneously.

LIMITATIONS ON SELECTION

This recruitment is limited to permanent and contractual employees working with the Maryland Department of the Environment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Depending on the assigned essential functions of the work, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Department of Labor, Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration Website.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment, such as respiratory protection equipment.

2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazard Waste Operations and Emergency Response.

3. Employees in this classification may be subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.

4. The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies.  MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination.  MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment. ​The Maryland Department of the Environment or may be obtained at the Occupational Safety and Health Administration Website.
