Supervisor, Benefit Payment Control (Fraud) Unit

Introduction

The Maryland Department of Labor, (Labor), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional V. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

1100 N. Eutaw Street, Baltimore, Maryland.

POSITION DUTIES

The main purpose of this position plans conducts, administers, analyzes, and reviews all aspects of specialized activity in the detection and prevention of UI fraud and non-fraud.

This works involves independent and specialized duties that include: Complex investigations stemming from –identity theft, claim and check forgeries, audits, benefit.  Determinations, Federal and State Report of Hire, Several Crossmatch reports, Federal 1099 G reporting, claimant and employer fraud hotline, misuse of Social Security numbers, all miscellaneous situations and issues resulting from detection of concealed employment while filing for and collecting benefits. Interview individuals applying for unemployment insurance benefits to obtain the necessary information to process claims in accordance with established guidelines to provide high quality customer focused services that regulate the distribution of unemployment insurance benefits, to support the economic stability of the state.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview

Education: A Bachelor’s degree from an accredited college or university.

Experience: Four years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigations program OR four years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute additional experience in unemployment insurance as defined above at the rate of one year of experience for one year of education, for up to four years of the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

3 years of experience investigating fraudulent claims or other investigative experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

1. Proficient in Microsoft Excel and Word.
2. Strong supervisory skills. 
3. Strong written and oral communication experience.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
