The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.
POSITION DUTIES
Position I:
The Revenue Analyst - Will be responsible for approving encumbrances for capital loan projects to ensure the funds are not over committed. In addition, the position will be responsible to forecast revenues based on loan repayments of a $1 billion portfolio which is recycled to make new loans as part of the capital budget. This position will closely interact with internal and external professionals to understand program loan structures, changes in loan terms, and estimated payoffs. The preferred candidate will be an excellent communicator, take initiative to work with underwriters and asset managers who write and manage the loan portfolio. Having a good working relationship with these professionals will increase the knowledge of pending activity that will impact revenues. Monthly and quarterly reports will be needed to keep the executive team aware of potential impact to revenue streams. The incumbent should be knowledgeable in making and delivering presentations to the executive staff. Strong Microsoft Excel skills using formulas in modeling is a must. The position will report to a senior analyst who will guide and train in job performance. This is a long-term contract position performing permanent functions for the Division of Finance and Administration.
Position 2:
The Fund Accountant - Will be responsible for managing accounts including reconciliations, financial analysis and reporting based on GAAP accounting, Fund accounting, and Government accounting. Preference will be given to accountants familiar with reading and interpreting federal grants. DHCD receives over a $1 billion in federal funds to pass through to Marylanders. Incumbents will need to read and understand the purpose of the funds and what are allowable expenses to charge against each grant and calculate direct and indirect administrative charges. Accountants will be asked to perform random audits to ensure DHCD follows the grant terms; otherwise DHCD could lose those funds which are desperately needed by businesses, non-profits, local governments and residents of Maryland.

MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.
Experience: Two years of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles.
Notes:
1. A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.
2. A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience.
3. Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience.

Preferred Qualifications:
- Strong analytical skills and problem solving skills
- Ability to create financial models using advanced Excel formulas
- Experience in preparation and review of financial statements and disclosures
- Experience in GAAP accounting and reconciliations
- Experience with Fund Accounting, Government Accounting and Budgeting
- Strong financial forecasting and analysis experience
