Introduction

The Department of Information Technology was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch. 

Striving to provide the highest level of customer service to its internal and external customers, the Department of Information Technology supports Maryland’s agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management.

POSITION DUTIES

Perform technical and administrative work coordinating the acquisition, inventory, distribution, and disposal of technical equipment for the Maryland state Department of Information Technology (DoIT) and the agencies that DoIT supports.

Employees in this classification are responsible for reviewing service requests and determining the resolution. This may include, but is not limited to, working with requestors to clarify needs, generating price quotations for users, and assessing the best method to fulfill the request. 

Also required is inventory management to include the tracking of inventory through its lifecycle, as outlined in the Department of General Services’ Inventory Control Manual. This may include, but is not limited to, generating and updating device records in DoIT’s inventory tracking system, warehouse management, auditing of devices, and working with the Department of General Services to determine the disposition and method of disposal of excess property. 

This position requires considerable contact with personnel in both government and private organizations for the purpose of acquisition of devices and coordinating plans that will yield the highest financial return for the sale of excess property. 

Employees in this classification are responsible for interpreting and applying pertinent laws, regulations, and procedures of the State’s excess property system. 

The work may work may require moving computers and IT equipment weighing up to 50 pounds.

Performs all administrative activities related to electronic equipment inventory management for the Department of Information Technology including the acquisition, storage, movement, disposition, and disposal of property Monitors and addresses Incident and Request tickets to include initial contact with users to assess requirements, determination of the most appropriate ways to address, evaluation of current stock levels, and tracking of agency fiscal equipment allocations.

Obtains quotes, performs small procurements, works with DoIT Fiscal and DGS on larger procurements, determines awards, and tracks delivery fulfillment to conclusion. 

Prepares devices and documentation for the disposal of excess property. 

Participates in state equipment audits and administers the process of reporting missing and stolen State property. 

Warehouse management. 

Provides relevant quotations and information for Statements of Work generated by DoIT for supported agencies.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Three years experience with IT Asset Management and managing equipment lifecycles from delivery to the excessing of End-of-Life equipment.

Two years of procurement experience to include the generation of quotations, facilitation of bids, and assessment of qualified submissions.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
