Main Purpose of Job

RICA is looking for an emergency manager who has expertise in emergency management in a healthcare facility and/or school setting. This incumbent should have experience with developing and implementing emergency management procedures and protocols. They should also have experience with active shooter training and/or knowledge. The person should have experience developing and implementing training for staff in an emergency management. The person identifies, analyzes, and makes recommendations to resolve conventional problems and situations in the assigned emergency management program. 

POSITION DUTIES

The incumbent will work closely with the Chief Operating Officer with all things concerning Emergency Management. This person will be responsible for making sure RICA meets the Emergency Management standards of our accrediting body, The Joint Commission and Maryland State Department of Education (MSDE). RICA needs an emergency management plan developed for the Catonsville Education Center (RICA’s school) so that it meets all comar regulations. Currently the school does not have its own emergency management plan and falls under the facility EMP. The school will need its own EMP to meet all regulations. This position will be responsible for developing, implementing, and monitoring CEC emergency management plan as well as the facility wide Emergency Management Plan. This position will also be training all staff on emergency management for both residential and school setting staff.  This position will conduct emergency management drills, critiques the drills, and provide follow up to RICA’s leadership team. This position will also be updating annually the facility Emergency Management Plan, conducting annual emergency training and conducting NIMS and ICS courses especially ICS100, ICS200, NIMS700 and NIMS800. 

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

Qualified candidate must possess at least one (1) year of emergency management experience.

DESIRED OR PREFERRED QUALIFICATIONS

Current active shooter experience is preferred but not required.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
