POSITION DUTIES
The PIA Coordinator is responsible for ensuring that the Department meets all legal requirements as mandated under General Provision Article 4-101 through 4-601, Annotated Code of Maryland. This position's primary focus will conduct research, write or draft correspondence, letters, and/or other written materials in response to PIA requests. Strong writing, editing and organizational skills are necessary. This position will receive a large volume of PIA requests on a wide range of issues. This position has regular contact with the public and is responsible for responding to inquiries from these individuals. The incumbent also is responsible for responding to inquiries from elected officials, media, interested parties, stakeholders, lobbyists, affected businesses and others.
- Act as the representative for the Department, within his or her area of responsibility, including answering PIA requests, verbal and written communications with stakeholders, and serving as a liaison with federal, State, and local agencies.
- Open, date-stamp, and enter the mail into the PIA correspondence tracking system to ensure timely and adequate return responses.
- Research and reply to letters, phone calls and requests for help.
- Advise the Director when potentially high-interest PIA requests are made.
- Follow up on concerns with appropriate action by drafting official correspondence on behalf of the Secretary (DPSCS), Director (Constituent Services) and other members of the DPSCS Leadership.
- Work closely with DPSCS's Office of the Attorney General on legal issues related to some PIA requests as they arise.
- Regularly and routinely reading (for the purpose of screening and determining disposition and priority), reports, inquiries, findings, Executive Staff Papers and correspondence, legal documents, and memoranda from high level officials.
- Draft and coordinate correspondence for the Director, Commissioner, or designee for signature in response to controlled documents and requests. Upon signature, the incumbent will upload the final response into the electronic file and document the action in the tracking system.
- Coordinate and oversight over the production of large-scale collection efforts involving multiple components.
- Explain non-technical policies and procedures promulgated by the office after obtaining clarification from source, making recommendations and decisions in establishing priorities among actions on administrative matters requested by various employees or organizations.
- Interprets existing state rules and regulations, contained in COMAR or other laws, policies, and directives to stakeholders, agency personnel and the public.
- Prepare information, web page content and instructional information about the Department's PIA policies for public distribution.
MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.
Experience: Three years experience in administrative or professional work.
Notes:
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Experience processing requests for the Public Information Act (PIA).
- Experience interpreting and creating correspondence based on state laws, policies, and directives under the Code of Maryland Regulations (COMAR).
