Main Purpose of Job

The main purpose of this position is to ensure compliance of 52 Standard Active Pay contracts for the entire agency; 13 facilities, 33 community offices, and all support units (IT, HR, Training, General Services, Somatic Health, Behavioral Health). This position also includes tracking 44 Per Diem contracts and 10 Evidence Based and Non-Residential Per Diem Contracts. This position will create solicitations, requests for procurement action (RFPA), and create and monitor DJS contracts. This position requires tracking of expenditures of all types of contracts within the fiscal year appropriation and contract life cycle to avoid retroactive contracts, retroactive modifications, and/or over spending and compliance within COMAR Title 21. This position also maintains the CTS system by entering contract information and distribution to all related parties. Additionally, this position is responsible for making budget projections for future contracts based on available historical expenditure data. This position is responsible for maintaining all records, documentation, and reporting to present to during meetings with Support Services Unit Heads, Regional Directors, Facility Superintendents, DBM, Regional Fiscal Chiefs as well as vendor meetings on discrepancies and/or issues.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.  
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

  One year of the above required experience must be in budget preparation, presentation and execution.

DESIRED OR PREFERRED QUALIFICATIONS

1.Two (2) years of experience in contract management which includes soliciting, evaluating, negotiating and awarding contracts
2. Two (2) years of experience in tracking expenditures related to contracts using Microsoft Excel and/or Access.
3. Two  (2) years of experience performing analysis of expenditures using a financial management system/database/software.

LIMITATIONS ON SELECTION

This recruitment is limited to current Maryland State employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
