Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health leadership and community-based public health efforts, in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations. The Infectious Disease Prevention and Health Services Bureau (IDPHS) responds to the syndemics of STI, HIV, viral hepatitis, and drug use through both the HIV Prevention and Care Services Program and the Maryland AIDS Drug Assistance Program (MADAP), as well as through the surveillance, monitoring, programming, prevention, and treatment of viral hepatitis and other sexually transmitted infections included in the IDPHS portfolio.

Additional units in the IDPHS include our Office of Faith and Community Based Partnerships, which manages our Statewide HIV Planning Group, and our Center for HIV/STI Integration and Capacity, which manages all workforce development and training needs in the State of Maryland, along with the deployment of our integrated behavioral health interventions. In 2019, MDH established a new Center for Harm Reduction Services within IDPHS which includes opioid crisis response, naloxone distribution, syringe services, and overdose prevention training and certification.

The Center for HIV/STI Integration and Capacity (CHSIC) provides education, consultation, and technical assistance to the infectious disease, primary care, and harm reduction workforce throughout Maryland's local jurisdictions, community-based organizations, and other public and/or private entities. CHSIC also develops and manages all social marketing efforts around infectious disease awareness, prevention, and care services. CHSIC is charged with sexual minority engagement and mobilization, including the management of two formal response teams which gather and apply insight from Marylanders at various stages of the program planning and development process. One of the response teams focuses on transgender and gender non-binary issues, while the other focuses on issues affecting gay, bisexual, and same-gender loving men.

Additionally, CHSIC oversees the HIV set-aside in SAMHSA’s Substance Abuse Prevention and Treatment Block Grant (SABG) to the State of Maryland through an agreement with the Behavioral Health Administration (BHA). With this funding, CHSIC sponsors HIV testing and assertive linkage to prevention and care services. Within the CHSIC, this position will assist with the oversight of the design and implementation of public health programs which modulate the known bi-directional relationship between HIV and behavioral health by supporting the effective screening, diagnosis, and treatment of behavioral health disorders in Maryland.

This position will focus on the areas of behavioral health program development, as well as on the integration of HIV, STI, and viral hepatitis prevention activities in different communities and institutionalized settings. Additionally, this position will provide additional management support around program and grants management, capacity building programs, and Center operations. This position will be responsible for a variety of tasks, including coordinating Center activities and processes; facilitating a collaborative and interprofessional work environment; budgeting and monitoring the expenses of all activities funded under SAMHSA’s SABG (including the SABG COVID-19 Relief Funding, 2021-2023); and, representing the Center at meetings with internal and external partners.

Furthermore, this position will manage Bureau relations with external and internal bodies, as well as with oversight entities; champion SAMHSA-funded initiatives and opportunities; and, oversee any resulting contracting from related activities and priorities. Finally, this position will establish protocols, including the monitoring and evaluation of funded programs; support the uptake of HIV, STI, and viral hepatitis prevention strategies within Maryland’s behavioral health infrastructure (inpatient, outpatient, and telehealth); and, support and champion knowledge dissemination resulting from any innovative and responsive programming funded by SAMHSA and other federal funding streams.

This position will work closely with all SAMHSA-funded staff within the CHSIC, as well as with representatives from the BHA, community-based organizations, and Maryland's local jurisdictions, in order to ensure the timely execution of high-quality and budget-compliant workplans, proposals, and reports.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees; overseeing and coordinating the general operations of a unit; applying rules and regulations; or, exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted, on a year-for-year basis, for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours, on a year-for-year basis, for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes, or overseeing or coordinating unit operations, or functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience designing and/or implementing public health programs, specifically those related to behavioral health, infectious disease, and/or general prevention. He/she should also have experience monitoring budgets, as well as supervisory experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
