Introduction

The Maryland Higher Education Commission (MHEC), is seeking an experienced and energetic individual to fill the position of Administrative Officer I (Compliance Officer) in the Office of Student Financial Assistance.

POSITION DUTIES

The Compliance Officer is responsible for analyzing and interpreting both state and federal financial aid regulations as well as coordinate internal and external training and development for post-secondary institutions pertaining to state aid regulations. This position is responsible for both internal and external auditing of all state financial aid programs. In addition, the position overseas the development and implementation of internal controls for state grant/scholarship and service obligation programs.


The Administrative Officer I is the Compliance Officer in the Office of Student Financial Assistance (OSFA) at the Maryland Higher Education Commission, and is responsible for analyzing and interpreting both state and federal financial aid regulations as well as coordinate internal and external training and development for post-secondary institutions pertaining to state aid regulations. The Compliance Officer’s specific responsibilities include but are not limited to the following:


Complete program reviews on various state aid programs administered by OSFA to ensure awards are in compliance with statutory requirements and regulations.

Coordinates and completes annual internal and required external audit.

Plans, develops, and implements annual internal program audits that evaluate the accuracy of information and internal controls, the degree of internal and external risk, the potential exposure and the degree of compliance with all applicable internal and external guidelines, polices, and procedures.

Identify and analyze systematic internal controls, proposes solutions, and provides training to address issues.

Serve as primary contact for independent auditors that perform external audits on the state’s need-based aid programs for participating Maryland postsecondary institutions to ensure fiscal compliance with the agency’s policies and procedures.  

Seek opportunities to gain knowledge and implement more effective and efficient processes. Prepare reports as requested

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will be an experienced project manager with experience in financial aid operations and should have experience working in a fast-paced, results driven, operational environment.

Competitive applicants should possess excellent written and verbal communication skills, experience supervising staff, developing and applying policies and regulations, creating and monitoring budget projections, policy and data skills, be detail oriented, and a self-starter.

Additionally, applicants should have experience with working independently on multiple projects with fixed deadlines, handle confidential and sensitive situations with diplomacy and excellent judgment, working collaboratively as part of a team, and have potential to lead interagency work groups.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.
