POSITION DUTIES

The main purpose of this position is to provide strategic guidance and input to upper management of ITCD and Departmental leaders for policies, procedures and direction for IT and application and design-related issues. It serves to direct and coordinate the work of the application and design staff consisting of permanent employees, contractual employees, and contractual teams on special projects. This position also creates, maintains and enforces quality control standards, measuring and reporting, and ensures that all projects are being tracked and that regular and accurate status reports are produced. The position functions to provide leadership to teams of IT Assistant Directors, IT Managers, IT Supervisor, IT Programmers, and Database Specialists during the COVID-19 Pandemic as well as during normal operations. It ensures that work and project tasks are prioritized effectively so resource requirements are in-place and workload is monitored during the COVID-19 Pandemic as well as normal project tasks. Other duties include providing leadership in the areas of applications development, database management, vendor management, and service delivery; overseeing continuous software development, testing, installation, implementation and maintenance for the Department of Public Safety and Correctional Services (DPSCS) business applications; implementing and maintaining security measures, as well as overseeing the delivery of reporting requests; evaluating subordinate employees on a periodic basis for professional and technical expertise and growth; and completing adhoc assignments.

Direct and coordinates the activities of applications sections: Offender Based Systems, Law Enforcement Systems and Records and Identification Systems. Directs and manages system maintenance and development projects and tasks. Reviews all projects to assure adherence to schedule and budget. Coordinates staff efforts to complete user requests in a timely and efficient manner. Monitors the progress of system development projects and tasks. Evaluates performance of systems and investigates alternatives for improvement. Coordinates staff efforts with units in the division and the department.

Plans and coordinates statewide information technology initiatives in collaboration with local, state, and federal agencies and private sector partners. Provides strategic planning and design for application architecture and technology solutions.

MINIMUM QUALIFICATIONS

Education:

Bachelor's degree in computer information technology, management information systems, Cyber Security or other information technology related field, to include course work in software design and programming principles, from an accredited college or university.

Experience: 

  • Ten years of IT experience in all phases of Software Development Life Cycle (SDLC) such as Planning, Analysis, Design, Implementation, End to End Testing and Maintenance/Support of Web Based applications.
  • Five years of experience in a Microsoft heavy technology environment, including 2-3 years of practical professional experience in project management, operations support, change management and reporting. 
  • Experience in IT infrastructure strategic planning and development while defining, managing and communicating project milestones, service level agreements and resource allocation to executive team, department leads, support staff and end users.  

Notes:

A Master’s degree will substitute for one year of the required experience.
