Main Purpose of Job

The Project Accountant performs professional level accounting work in the maintenance and review of major information technology project records, assisting in monitoring the progress of projects, investigating variances, approving expenses and ensuring they meet contractual guidelines. The Senior Project Accountant is responsible for tracking, analyzing, and reporting project financial status. This position ensures that procedures and policies are in place to facilitate effective and efficient financial reporting and ensure compliance with state and federal policies.

Job Duties include:

  • Develop and manage budgets, analyzes expenditures and tracks project costs;
  • Review, validate, and track all invoices and authorizations for payment;
  • Participate and collaborate with program and project teams in planning and budgeting activities;
  • Track and manage deliverables payment for multiple vendors over a large portfolio of projects;
  • Develop rapport with the project directors and contacts;
  • Develop monthly expenditure reports for each assigned project and provides detailed explanation for project manager;
  • Review budgets and ensures availability of funding;
  • Prepare various project analysis reports;
  • Determine monthly expenditures working closely with each Project Manager and Director; and,
  • Update YTD Forecast with actual amounts at month end.

MINIMUM QUALIFICATIONS

Requires a bachelor’s degree in accounting or a bachelor’s degree and 30 credits in accounting and related courses including 3 credits in auditing; and, six years of accounting /financial management experience, including three years at a supervisory level.  At least two years of this experience must include experience establishing and implementing accounting best practices. 

A CPA certificate or a master’s degree in accounting, finance or business administration will substitute for one year of general experience.

Applicants who met the CPA exam admission requirements prior to July 1, 1974 will meet the above educational requirements.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have project accounting experience, experience working in a start up environment, and be accustomed to working with changing priorities.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
