LOCATION OF POSITION

This position is available with the Maryland Department of General Services’ Office of Energy and Sustainability, located at 301 West Preston Street, Baltimore, MD 21201.

Main Purpose of Job

This position supports the Chief, Building Energy Programs in management, oversight and energy engineering consultation of Energy Performance Contracts (EPCs), retro-commissioning, and other energy related projects. Oversight shall ensure that each project meets sound energy efficiency and/or renewable energy standards, including appropriate cost-effectiveness of the measures. This position shall ensure that EPCs and other energy-related projects attain high levels of technical and economic performance. The position will work in close coordination with onsite agency facility maintenance staff. This position is also responsible for managing the progression of projects and ensuring that they follow all contractual guidelines and requirements throughout initial project development, design, construction, and maintenance.

POSITION DUTIES

Duties for this position include but are not limited to: 
  • Manage the Energy Performance Contracts (EPC) projects, including tracking progress and schedules, interacting with ESCO’s and client agencies and collecting and keeping documentation on the project.
  • Assist with managing other non-EPC energy installation projects, including working collaboratively with OES staff and other agencies during project development and installation.
  • Travel (daytrips) to in-state project sites.
  • Handle project management functions and technical functions, including the review of reports, technical submittals, studies, and construction documents.
  • Other tasks as assigned by Chief, Building Energy Programs.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Three years of experience as a design or project Engineer or Architect for large-scale multi-year construction projects.

Notes:

1. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps or Engineering Aid classifications or Construction Engineering Technician, Technical Engineer, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
AEE Certified Energy Manager
Project Management Professional (PMP)® certification

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
