Main Purpose of Job

Supervises, manages and trains Vocational Rehabilitation Specialists in order to ensure the application of federal and state laws, regulations and Division policies in the provision of vocational rehabilitation services. Mediates consumer concerns and monitors consumer services to ensure they are provided consistent with Workforce & Technology Center (WTC) and Division of Rehabilitation Services (DORS) goals, objectives, and priorities. Plans, implements and administers vocational services; maintaining a comprehensive Center Counseling service delivery system, which includes co-facilitating the Center Services Team (CST) in collaboration with the Behavioral Health Services staff and interdisciplinary team members from all WTC departments, to promote employment outcomes for individuals with disabilities who are consumers of DORS that are participating in Career & Technology Training programs, including the Partnership/Customized Training programs at the Workforce & Technology Center.

POSITION DUTIES

Plans, coordinates, supervises and evaluates the work of Vocational Rehabilitation Specialists; monitors and evaluates staff performance. Monitors the AWARE system to ensure staff compliance with established business practices. Maintains a comprehensive Center Counseling system in collaboration with the Behavioral Health Services staff and other interdisciplinary team members from other WTC programs and departments. Coordinates and co-facilitates Center Services Team meetings and makes decisions regarding appropriateness of consumers for WTC services. Completes required documentation to reflect consumer’s participation and progress in vocational training; communicates with referral sources and WTC staff regarding scheduling of consumers and reporting of training progress in accordance with departmental, AWARE and WTC guidelines. Serves as a main point of contact for information on training programs to both Field Counselors and outside stakeholders. Provides support and assistance in the planning, implementation and administration of the Career and Technology Training core programs and the Partnership/Customized Training programs. Manages the mediation of consumer issues and concerns during the delivery of rehabilitation services. Investigates reported behavior issues and violations of behavior and addictions policies. Monitors training programs' current enrollment/scheduling, and recommends actions and strategies to maintain program capacities. Monitors the department's purchase, distribution and documentation of consumers’ required uniforms. Co-leads the Case Review Team meetings with the Teacher Supervisor to review progress and/or concerns related to active training students. Serves as a member of the AWARE Testing Team and Agency Policy Review committee. Participates in the Workforce Services Leadership meetings, the WTC Supervisors meetings and the Center-Wide Case Management meetings.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree and/or course work in Management, Supervision or Administration.

EXPERIENCE: Four years of professional work experience in providing rehabilitation services.  Two years of which must have been as a Vocational Rehabilitation Technical Specialist at the full performance level within the designated option.  Two years of the required experience must have included specialized experience in providing rehabilitation counseling, vocational evaluation, or employer relation services to clients with physical or mental disabilities; or teaching services to clients with partial or total visual impairment.

DESIRED OR PREFERRED QUALIFICATIONS

· Experience with an electronic case management or similar software program.
